This role acts as the primary custodian of regulatory compliance under the Malaysian Stamp Act 1949, managing a "Maker-Checker" control framework to eliminate financial penalties, mitigate risk, and ensure seamless coordination with the Inland Revenue Board of Malaysia (LHDN) and internal Finance departments.

Responsibilities

  • Team Leadership & Operational Governance
  • Establish Workflows: Design, implement, and optimize standardized operating procedures (SOPs) for the stamp duty filing team.
  • Manage Team Performance: Supervise, and track the daily output of stamp submissions and reconciliations.
  • Enforce Control Frameworks: Work with internal legal team for high-value ad valorem submissions, multi-party contracts, and high-frequency digital filings.
  • SLA Monitoring: Ensure all legal instruments and agreements are completely stamped well within the statutory 30-day LHDN window to maintain zero-penalty operations.
  • Regulatory Compliance & LHDN Relations
  • LHDN Liaison: Act as the principal point of contact for the Inland Revenue Board of Malaysia (IRBM / LHDN) regarding assessment disputes, system technicalities, or structural changes to the STAMPS portal.
  • Audit & Risk Management: Maintain a meticulously indexed digital repository of stamp certificates, tax receipts, and exemption forms. Support in preparation for internal, external, and regulatory tax compliance audits.
  • Financial & Cross-Department Collaboration
  • Float & Liquidity Planning: Collaborate with the Accounting/Finance department to forecast and manage the weekly cash float required for FPX/LHDN portal balances, preventing payment bottlenecks.
  • Product Optimization: Work with internal Tech and Product teams to automate batch-filing procedures or integrations into the LHDN system.

Education

Key Requirements

  • Bachelor’s Degree in Finance, Accounting, Business Administration, Legal Studies, Law, or a related discipline.

Experience

  • Minimum of 3 years of operational experience in credit administration, loan operations, corporate secretarial services, or banking operations.
  • Experienced in a supervisory or senior-handling role managing high-volume LHDN STAMPS portal operations.

Technical & Domain Expertise:

  • Exceptional proficiency in Excel for tracking data patterns, checking formulas, and evaluating large data sets.

Soft Skills

  • Capability to build workflows from the ground up, handle escalations under tight regulatory deadlines, and manage financial bottlenecks.

Languages

  • Excellent command of English and Bahasa Malaysia (both written and spoken) is required to draft formal appeals or communications with government authorities
