Job Description

Starhigh Malaysia Sdn Bhd is seeking an experienced and detail-oriented Project Planner & Cost Estimator to join our project team in Linggi, Negeri Sembilan.

The successful candidate will be responsible for project scheduling, cost estimation, budgeting, resource planning, and progress monitoring to ensure the timely and cost-effective execution of large-scale construction and marine infrastructure projects.

Qualifications & Requirements

• Bachelor's Degree in Civil Engineering, Construction Management, Project Management, Quantity Surveying, or a related discipline.
• Minimum 10 years of relevant working experience in project planning, scheduling, and cost estimation.
• Strong proficiency in both Primavera P6 and Microsoft Project (MSP) is mandatory.
• Proven experience developing and managing project schedules for large-scale construction, infrastructure, or marine projects.
• Strong knowledge of Work Breakdown Structure (WBS), Critical Path Method (CPM), baseline scheduling, and resource allocation.
• Experience preparing detailed cost estimates, project budgets, cash flow projections, and cost forecasts.
• Ability to perform progress tracking, schedule analysis, delay assessments, and recovery planning.
• Familiarity with Earned Value Management (EVM), cost variance analysis, and project performance monitoring.
• Experience preparing manpower, equipment, material, and resource planning schedules.
• Strong understanding of construction methodologies, productivity rates, and project execution sequences.
• Advanced proficiency in Microsoft Excel, including formulas, reporting, and data analysis.
• Ability to prepare project progress reports, S-curves, manpower histograms, and project dashboards.
• Experience in marine construction, dredging, port development, or major infrastructure projects is an added advantage.
• Excellent analytical, coordination, problem-solving, and communication skills.
• Willing to be based at the Linggi project site.

Key Responsibilities

• Develop, implement, update, and maintain detailed project master schedules using Primavera P6 and Microsoft Project.
• Prepare comprehensive project cost estimates, budgets, cash flow projections, and resource requirements.
• Monitor actual project progress against approved baseline schedules and project milestones.
• Identify potential schedule delays, cost overruns, and project risks.
• Conduct critical path analysis and recommend corrective actions and recovery measures.
• Prepare weekly and monthly progress reports, S-curves, manpower histograms, cost forecasts, and performance dashboards.
• Coordinate with project managers, engineers, procurement teams, consultants, and subcontractors to ensure effective project execution.
• Support project tendering, cost planning, budgeting, and cost optimisation activities.
• Track project expenditure, resource utilisation, and productivity to support management decision-making.
• Ensure project planning and reporting activities comply with contractual requirements and project objectives.
