BW Elara builds, owns and operates floating desalination units - complete seawater reverse osmosis plants on barges, delivered to a customer's coastline and producing water in months rather than years. This role runs the build of those units at the yard and carries each one through site acceptance into operation. The Project Manager is the client's representative on a client-owned asset, accountable for the unit rather than for a scope within it. The role typically takes one unit through site acceptance while the next is starting at the yard
Responsibilities
- Direct the yard, the package suppliers and the assigned discipline engineers from package mobilization to integrated mechanical completion.
- Own the schedule and cost report for each unit, escalating variations, claims and supplier non-performance for contractual action.
- Expedite equipment, materials and supplier documentation, and coordinate the logistics and inspections behind them.
- Direct integrated commissioning and start-up, and drive punch close-out ahead of the performance test.
- Declare readiness at each project gate, from mechanical completion through commissioning and performance testing to build completion.
- Carry each unit through site mobilization, site acceptance and handover to the operations team.
- Work alongside the Construction Engineer, who owns build quality, workmanship verification and mechanical completion sign-off, while this role owns schedule, cost, supplier coordination and gate declaration.
- Coordinate marine logistics for site mobilization: tow and transport, mooring and berthing, and port and harbor clearances.
Essential
- Extensive project management experience on water treatment plants, taking plants from package award through construction and commissioning to a plant producing water.
- Demonstrable history of managing multiple contractors and vendors at once, holding them to program and specification.
- Demonstrable history of managing budgets and schedules and delivering against both.
- Strong command of project controls: schedules, interface registers, risk registers, cost reporting and progress measurement.
- Working knowledge of the plant i.e. pretreatment, high-pressure pumps, energy recovery, membrane trains, CIP and chemical dosing, sufficient to judge whether what is being installed is right.
- Expediting experience: getting equipment, materials and documentation out of suppliers and contractors on time.
- Credible at a yard as the client's representative, holding contractors to the program without taking over their means and methods.
- Degree in engineering, project management, maritime studies or a related field.
Advantageous
- Seawater desalination experience.
- Client-side or owner's representative experience rather than contractor-side.
- Floating, barge-based or modular marine facilities, or a shipyard environment.
- Chartered or professional engineer status.
- Conversational Mandarin.
Location and travel
The office and the rest of the team are in Penang, Malaysia. The role requires a substantial proportion of time at the construction yard, currently in China, though yards may be anywhere in the world, and travel to deployment sites for mobilization and site acceptance.
Applicants must hold, or be eligible to obtain, the right to work in Malaysia. BW Elara will support work permit and relocation arrangements for the successful candidate.
