Job description:
You will play a key role in shaping and driving system-level strategies that advance Singapore's population health agenda, with a focus on Healthier SG and primary care transformation. Working at the nexus of policy, planning, and governance, you will help translate national priorities into coordinated action across agencies, healthcare clusters, and community partners.
The role combines strategic planning, governance, data-driven decision-making, and stakeholder engagement. You will support senior leadership in driving implementation excellence, identifying emerging risks and opportunities, and strengthening system-wide alignment to achieve desired health outcomes.
Key Responsibilities
- Lead strategic planning and implementation efforts for Healthier SG, primary care, and population health initiatives, translating policy intent into actionable strategies, implementation roadmaps, and measurable outcomes.
- Drive cross-agency and cross-sector coordination to facilitate alignment among government agencies, healthcare clusters, primary care partners, and community stakeholders in support of strategic priorities.
- Monitor and assess the implementation of key programmes and initiatives, identify emerging issues and delivery risks, and formulate recommendations to strengthen execution and achieve intended outcomes.
- Develop and oversee governance and performance management frameworks, including key performance indicators, reporting mechanisms, and implementation review processes to support informed decision-making by senior management.
- Analyse datasets, population health trends, and operational performance indicators to derive strategic insights, support resource planning, and inform policy and operational decisions.
- Lead strategic reviews, environmental scans, and scenario planning exercises to assess implications of emerging trends, policy shifts, and healthcare system developments.
- Mentor and guide junior team members where applicable, while fostering collaboration and knowledge-sharing across teams and stakeholders.
Job Requirements
- At least 8-10 years of relevant experience in strategic planning, programme governance, healthcare administration, public policy, or related fields.
- A recognised degree in Public Policy, Public Health, Healthcare Administration, Business, Economics, Social Sciences, or a related discipline.
- Strong strategic thinking and systems-thinking capabilities, with the ability to connect policy objectives, operational realities, and long-term system outcomes.
- Demonstrated experience in driving complex initiatives involving multiple stakeholders, balancing competing priorities, and navigating ambiguity in dynamic environments.
- Strong analytical and problem-solving skills, including the ability to interpret data, evaluate trends, develop insights, and formulate evidence-based recommendations.
- Excellent written and verbal communication skills, with the ability to synthesise complex issues and influence stakeholders at different levels, including senior management.
- Proven ability to operate independently, exercise sound judgment, and drive outcomes in a fast-paced and evolving environment.
- Experience leading teams, workstreams, or major cross-functional initiatives and providing strategic guidance to stakeholders will be favourable.
