As a Fire Protection / Design HSE Engineer, you will execute Fire Protection Engineering activities as well as Loss Prevention and Design HSE Engineering activities. This role involves managing technical deliverables, coordinating with clients, vendors, and third-party consultants, and liaising with Jabatan Bomba dan Penyelamat Malaysia (BOMBA) and relevant authorities. This role involves providing technical support across project lifecycle – proposal, engineering, procurement, construction, regulatory approval, and commissioning.

Responsibilities:

• Serve as Lead Fire Protection & Design HSE Engineer for assigned projects, liaise with clients through progress updates, review sessions, and workshops.
• Liaise with third-party consultants and vendors, review their submissions, ensure quality of work, and timely execution of project delivery.
• Preparation of Fire Safety Design Philosophy (FSDP) / HSE Philosophy, including liaising with M&E Consultants and Jabatan Bomba for FSDP submission.
• Perform firewater demand, foam adequacy, and hydraulic calculations.
• Develop fire protection equipment layout.
• Design fire and gas detection and alarm system, including block diagrams, cause-and-effect matrix, layouts.
• Prepare firefighting and safety equipment specifications.
• Develop Passive fire protection layouts.
• Coordinate active and passive fire protection submission to BOMBA.
• Preparation of procedures for testing and pre-commissioning activities, site coordination work between sub-contractors and vendors, construction team and owners.
• Conduct functional testing and pre-commissioning activities, participate in BOMBA inspections, and support the process of obtaining regulatory approval.
• Provide support to construction and Commissioning team when required.
• Prepare Fire Protection & Design HSE scope for proposal execution including preparation of comprehensive and attractive technical write-up, cost and man-hour estimation, request for quotation from third-party consultants and vendors.
• Selection, appointment of third-party consultant for the Design HSE Studies, coordination work, preparation of input/output design documents analysis, reports, preparation and follow through of close-out reports including but not limited to the following desktop studies and review sessions:

o  HAZID, HAZOP, LOPA, IPF/SIL, HAC, QRA, FERA, HEMP, HER, BowTie, Critical Activity Catalogue, Safety Critical Equipment Performance Standards, As-Low-As-Reasonably-Practicable Demonstration, Gas Dispersion, Thermal/Heat Radiation, Plume Dispersion, CIMAH/DOSO/HSE Case, Human Factor Engineering, Valve Criticality Analysis, Safety Critical Tasks Analysis, F&G Mapping, FSAR, Predictive Noise Study, Chemical Reactivity Matrix, Health Risk Assessment, Equipment Criticality Assessment, Asset Register, Reliability Availability Maintainability Study, Maintenance Plan, Carbon Footprint Analysis

Requirements:

·       Bachelor's degree in Chemical Engineering or Mechanical Engineering from a recognised university.

·       A qualification in Fire Safety Engineering will be an added advantage.

·       5 – 8 years of relevant engineering design experience in Fire Protection & Design HSE studies for onshore chemical plants and/or oil & gas refineries and/or offshore facilities.

·       Experience with PIPENET, PHAST/SAFETI, SoundPLAN software will be of added advantage.

·       Willingness to travel to site to support commissioning activity and Bomba inspections.

·       Possess positive working attitude in acquiring basic knowledge of multitude engineering disciplines

·       Strong teamwork, interpersonal, communication, presentation, and technical report-writing skills
