POSITION: MANAGER, CONTRACTS (INFRA & SYSTEMS)

LOCATION: Old Klang Road

Job Summary

  • The Manager, Contracts (Infra & Systems) is responsible for managing contract and commercial activities for Infrastructure and Systems work packages throughout the design, construction, testing, and commissioning phases of the LRT3 project. The role ensures effective cost, contract, and commercial management while supporting the successful delivery of the project in accordance with contractual requirements, quality standards, safety requirements, and project objectives.

Key Responsibilities

  • Act as the Person-in-Charge (PIC) for Infrastructure and Systems work packages.
  • Lead and support contract management activities to achieve project objectives, profitability, value creation, and good corporate governance.
  • Review and conduct comprehensive cost analyses of tender prices, quotations, cost reports, and other commercial documentation.
  • Manage, negotiate, control, and validate variations and project costs to ensure compliance with approved budgets.
  • Assist the Project Manager in monitoring work progress and key project milestones.
  • Work closely with the Project Manager and Planner to assess the time and cost implications of work packages.
  • Review subcontractors’ payment applications, recommend payment amounts, and prepare Certificates of Payment for verification.
  • Draft and review formal contractual correspondence with the Employer and Subcontractors.
  • Administer contracts in accordance with the Conditions of Contract (COC) and departmental SOPs.
  • Review, recommend, and prepare final accounts for verification and approval.
  • Review and recommend contractual claims and assess their commercial and contractual implications.
  • Monitor and resolve day-to-day contractual and commercial matters together with Senior Contract Executives and Contract Executives.
  • Prepare and ensure timely submission of accurate contractual, commercial, and project status reports.
  • Ensure compliance with ISO 9001:2015 quality management standards and participate in project audits.
  • Maintain strong and professional relationships with Subcontractors and other project stakeholders.
  • Attend regular Contracts and Commercial meetings with Subcontractors and prepare and finalize meeting minutes.
  • Supervise, mentor, and provide guidance to Senior Contract Executives and Contract Executives.
  • Perform other duties and special assignments as directed by the Head of Contracts and Commercial / General Manager, Contracts and Commercial.

Requirements

Education

  • *Bachelor’s Degree in Quantity Surveying, Construction Management, Contract Management, or a related discipline.

Experience

  • Minimum 7 years of relevant experience in contract management, quantity surveying, or commercial management within the construction industry.
  • Experience in railway, LRT, MRT, or mass transit projects will be an advantage.

Skills & Competencies

  • Strong knowledge of contract administration, commercial management, cost control, variations, claims, and final accounts.
  • Strong leadership, management, and problem-solving skills.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to manage multiple priorities and work effectively in a fast-paced project environment.
  • Strong stakeholder management skills with the ability to work collaboratively with internal teams, consultants, contractors, and subcontractors.
  • Strong analytical and reporting skills.
  • Good understanding of quality management systems, particularly ISO 9001:2015.
