Company Description Malaysia Rail Link Sdn Bhd (MRL) is a wholly owned entity of the Ministry of Finance (MOF Inc.) of Malaysia, responsible for implementing the East Coast Rail Link (ECRL) project. As the project and asset owner, MRL leads engagement with government stakeholders, contractors, partners, and communities across Malaysia.

The ECRL is an electrified railway connecting the East Coast states of Kelantan, Terengganu, and Pahang to the Greater Klang Valley region, linking major cities, industrial hubs, ports, airports, and tourism destinations. Designed to integrate with existing rail networks in Peninsular Malaysia, the ECRL aims to boost national economic growth. Role Description This is a full-time, on-site role based in WP Kuala Lumpur for a Manager, Contract & Commercial. The Manager, Contract & Commercial will oversee the end-to-end management of contracts related to the ECRL project, including drafting, reviewing, negotiating, and administering contractual terms and conditions. The role involves managing commercial aspects of projects, such as cost analysis, claims administration, variations, and ensuring alignment with organizational policies and regulatory requirements. The manager will collaborate with internal departments, legal advisors, consultants, and contractors to support procurement activities, risk mitigation, and dispute resolution. The individual will prepare reports, commercial assessments, and recommendations for management, and contribute to continuous improvement of contract and commercial governance frameworks.

Qualifications

  • Strong contract management capabilities, including drafting, reviewing, negotiating, and administering complex infrastructure or construction contracts.
  • Commercial and financial acumen, with experience in cost analysis, budgeting, claims evaluation, variations, and risk assessment.
  • Knowledge of procurement processes, tender evaluation, and vendor/contractor management within large-scale projects.
  • Familiarity with relevant laws, regulations, and standards related to construction, rail, or infrastructure projects in Malaysia.
  • Excellent communication, stakeholder management, and negotiation skills, with the ability to collaborate across multidisciplinary teams.
  • Strong analytical, problem-solving, and decision-making abilities, with attention to detail and a structured approach to documentation.
  • Bachelor’s degree in Law, Quantity Surveying, Engineering, Business, Finance, or a related discipline; professional certifications in contract or commercial management are an advantage.
  • Prior experience in rail, infrastructure, or large-scale public sector projects is highly beneficial, along with a commitment to ethical, non-discriminatory work practices.
