Job Title: Technical Program Manager

Location: Kuala Lumpur, Malaysia

This opportunity offers end-to-end ownership of complex technology initiatives across digital platforms, mobile applications, data integrations, loyalty capabilities, and operational services. The role is focused on connecting business outcomes with technical execution, while driving delivery governance, integrated planning, and cross-functional alignment across engineering, product, operations, and external partners. This position will suit a professional who can manage dependencies, risks, and delivery commitments in a fast-paced Agile environment.

Required Education

• Bachelor's degree in Computer Science, Information Technology, Engineering, Business, or equivalent practical experience
  
  

Required Experience

• Several years of experience leading complex technology programs, projects, or delivery portfolios
• Proven experience in a Technical Program Manager, Technical Business Analyst, Delivery Lead, or similar role leading complex technology programs
• Proven track record of delivering cross-functional initiatives from discovery and planning through launch and operational handover
• Experience managing multiple interdependent workstreams across product, software engineering, architecture, data, security, testing, release, and operations
• Experience working with customer-facing digital products, mobile applications, APIs, cloud platforms, and complex system integrations
• Experience using delivery and collaboration tools such as Azure DevOps, Confluence, Microsoft 365, or equivalent platforms
  
  

Required Skills

• Technical program and delivery management across scope, schedule, dependencies, risks, issues, decisions, quality, and operational readiness
• Business requirements gathering and documentation, including user stories, acceptance criteria, and functional specifications for Agile delivery
• Integrated planning, roadmap development, milestone management, and critical-path management
• Stakeholder alignment across business teams, technical specialists, operational teams, and third-party vendors
• Technical fluency across cloud, APIs, mobile applications, data, integrations, and operational services
• Practical knowledge of Agile delivery, program governance, risk management, change management, and software release practices
• Vendor management and delivery coordination, including service transition, release activities, and issue resolution
• Facilitation, negotiation, conflict resolution, and decision management
• Clear written and verbal communication, including executive summaries, governance updates, decision papers, and action trackers
• Strong ownership, prioritisation, analytical thinking, and attention to detail
  
  

Preferred Qualifications

• Experience delivering programs in digital delivery
• Experience managing internal teams, suppliers, delivery partners, and vendor dependencies
• Experience with production operations and service transition
• Exposure to cloud platforms such as AWS or Azure and modern distributed application architectures
• Familiarity with AI-enabled delivery tools, automation, and responsible adoption of Agentic AI capabilities
• Experience in loyalty platforms, payments, or retail systems
