岗位职责

We are seeking an experienced Applications Project Manager to deliver mission critical, government-related IT application projects from project initiation through deployment and operational handover (Day 1 / Day 2).

Key Responsibilities

Delivery ownership

• Manage end-to-end delivery of government application projects: planning, execution, deployment, and post-go-live (Day 2) support

• Be accountable for schedule, scope, risks, issues and delivery outcomes

• Deliver projects under tight timelines and regulatory constraints Team leadership and backlog management

• Own and prioritise the application team’s backlog, balancing new features, change requests, defects and technical debt against customer priorities and release plans

• Hold regular reviews and release planning sessions with the team and customer, so scope stays clear and achievable

• Listen and guide the team, remove blockers, and give clear direction and guidance on priorities and trade-offs

• Lead cross-functional technical teams and partners in a regulated government environment

Systems and infrastructure awareness

• Understand the end-to-end solution architecture, including applications, servers, databases, networks and integrations, well enough to assess how changes affect the systems around them

• Work closely with Engineering, Infrastructure and System teams to judge technical risks, dependencies and deployment impact

• Make sure changes are assessed for impact on availability, performance, security and connected systems before they are approved for release

Deployment and issue management

• Own deployment planning, cutover activities, rollback plans and operational readiness

• Lead the response to issues that arise during deployments or in production: assess the situation quickly, set priorities, coordinate the right people and make sound decisions under pressure

• Handle escalations and queries from internal teams and customers calmly, with clear and timely communication

• Take part in overnight deployment and maintenance activities, about 2–3 times per month

Stakeholder management

• Act as the primary interface with government customers and internal stakeholders

• Prepare and present clear status, risk and progress reports to management and customers

Mandatory Requirements

• Singapore Citizen may apply

• Degree in Engineering (Computer / Telecommunication), Computer Science, Information Technology, or equivalent

• At least 8 years of work experience, including at least 3 years as Project Manager on government application projects

• Proven track record delivering government IT application projects through Day 1 and Day 2

• Demonstrated ownership of delivery outcomes (not PMO or reporting-only roles)

• Experience leading project teams of 5 or more, including managing and prioritising a development or application backlog

• Working knowledge of systems and infrastructure (e.g. application servers, databases, networking, environments), enough to understand solution design and assess change impact

• Experience managing production deployments and resolving live issues or incidents

• Strong written and verbal communication skills for customer and management reporting Professional Competencies

• Composed under pressure, able to think clearly, triage quickly and act decisively during incidents and escalations

• A good listener and coach who builds trust with the team and guides them through competing priorities

• Strong stakeholder management, able to manage expectations and hold difficult conversations with customers

• Structured, self-motivated and delivery-focused

• Able to work independently while juggling multiple priorities in complex environments

Technical Experience (Advantageous)

• J2EE-based application solutions and development

• WebSphere / WebLogic application servers

• Oracle and/or MSSQL databases

• Exposure to infrastructure topics such as virtualisation, containers (e.g. Kubernetes), networking, high availability and disaster recovery

• Familiarity with ITIL practices (incident, change and release management)
