Job Summary
The EHS and Facilities Manager oversees environmental, health, and safety (EHS) governance and facility operations across all Singapore sites. This position ensures that company offices, warehouses, infrastructure, and operations remain fully compliant, structurally sound, safe, and cost-effective. Key areas of ownership include local EHS frameworks, statutory compliance, risk mitigation, facilities upkeep, contractor governance, capital improvement initiatives, budgeting, and emergency preparedness. Additionally, the role supervises junior facilities staff and partners with leadership to champion safety culture, operational resilience, and business continuity.
Key Responsibilities
EHS Leadership & Statutory Governance
- Formulate, drive, and continuously refine Singapore EHS strategies, annual roadmaps, policies, and operational systems aligned with statutory frameworks and business goals.
- Advise executive and operational leadership on legal obligations, risk assessments, and mitigation controls to foster cross-functional safety ownership.
- Ensure strict adherence to Singapore workplace safety, environmental, and fire safety regulations (MOM, NEA, SCDF, and related statutory bodies).
- Direct and uphold certification standards (ISO 45001, ISO 14001, ISO 9001, and bizSAFE), leading all internal/external audits and regulatory inspections.
- Establish EHS metrics and KPIs, evaluate incident trends, and deliver performance reviews and strategic recommendations to executive management.
Incident Prevention, Risk & Contractor Governance
- Conduct routine workplace inspections, audits, and site hazard assessments across corporate offices, warehouses, and operational hubs to close safety gaps promptly.
- Spearhead incident, accident, and near-miss root-cause investigations, managing statutory reporting and confirming the execution of corrective/preventive actions.
- Administer the Permit-to-Work (PTW) system and validate safe work procedures and risk assessments for high-hazard or non-routine operations.
- Qualify, induct, supervise, and review third-party contractors and service vendors to enforce strict compliance with site EHS standards.
- Direct workforce safety training programs, toolbox briefings, awareness campaigns, and regular emergency simulation drills.
Facilities Maintenance & Infrastructure Operations
- Direct the reliable, compliant, and cost-efficient maintenance of all local facilities, including offices, storage depots, utility networks, and building assets.
- Plan and control preventive and corrective maintenance across critical systems (HVAC, fire protection, electrical, plumbing, lighting, and security), tracking all mandatory inspections and certifications.
- Handle tenant and lease administration, collaborating with landlords and property management teams on fit-outs, alterations, and service requests.
- Manage essential site services, including housekeeping, physical security, pest control, waste disposal, space allocation, and overall building upkeep.
- Oversee comprehensive, audit-ready operational documentation, including engineering blueprints, maintenance logs, licenses, statutory permits, contracts, and warranties.
Project Execution, Procurement & Financial Management
- Plan and deliver facility enhancement, fit-out, and renovation projects from scope design and tender evaluation through to handover and defects remediation.
- Oversee facilities and EHS service providers, establishing service-level agreements (SLAs), supervising deliverables, and approving vendor billings.
- Develop and manage annual OPEX and CAPEX budgets for EHS and facilities, optimizing expenses while safeguarding operational safety and infrastructure integrity.
- Track resource and utility consumption patterns, implementing initiatives to advance sustainability, energy efficiency, and operational savings.
Emergency Response, Continuity & People Leadership
- Lead emergency response planning, execution, and reviews, coordinating post-incident resolutions and regulatory follow-ups.
- Reinforce business continuity frameworks by evaluating operational vulnerabilities, maintaining recovery protocols, and coordinating with key stakeholders.
- Serve as the main liaison for regulatory authorities, landlords, auditors, vendors, and internal business divisions.
- Mentor, supervise, and delegate duties to junior facilities team members, establishing clear targets, monitoring quality, and fostering professional development.
- Collaborate cross-functionally with HR, Operations, Finance, and Procurement to embed safety and facility management into daily business operations.
Requirements
- Education: Bachelor’s Degree or Diploma in Environmental, Health & Safety, Engineering, Facilities Management, Building Services, or a related discipline.
- Experience: Minimum 10 years of progressive EHS and facilities management experience, preferably within logistics, warehousing, industrial, or manufacturing sectors, including a proven track record in supervisory or managerial roles.
- Regulatory Expertise: In-depth knowledge of Singapore WSH legislation, NEA environmental rules, SCDF fire safety codes, and ISO 45001 / 14001 / 9001 and bizSAFE frameworks.
- Technical Mastery: Hands-on experience directing building services (M&E, HVAC, fire systems), statutory compliance inspections, maintenance regimes, and facility upgrading projects.
- Commercial & Vendor Acumen: Demonstrated capability in vendor procurement, contract administration, SLA management, and OPEX/CAPEX budget control.
- Soft Skills: Strong analytical thinking, incident investigation, stakeholder management, cross-functional leadership, and professional reporting skills with the agility to manage emergencies effectively.
