About the Role

We are looking for an ICT Project Manager to manage delivery of projects and enhancements across application and infrastructure domains. You will oversee multiple vendors and external service providers, manage scope/budget/schedule, and ensure delivery meets business needs, quality expectations, and security requirements. The role includes hands-on involvement in requirements, testing, training, implementation, and operational issue management.

Key Responsibilities

• Manage end-to-end project delivery (scope, budget, schedule) with regular management reporting
• Oversee and coordinate multiple vendors / external ICT service providers to deliver projects and enhancements on time and within budget
• Ensure project execution aligns to agreed project plans, delivery parameters, and business outcomes
• Participate in delivery activities including requirements gathering, UAT, training, and implementation
• Review key deliverables (e.g., functional specifications, test plans/results, user guides, operations manuals)
• Plan and coordinate User Acceptance Testing (UAT) with users and delivery teams
• Assess and manage service requests for system enhancements and maintenance
• Ensure SLAs for projects and incidents are met
• Identify project risks, recommend mitigation actions, and track issues to closure
• Ensure solutions comply with IT management policies, quality management policies, and security guidelines
• Manage and resolve day-to-day IT operational issues across application, infrastructure, and security to support business continuity
• Coordinate remediation of security vulnerabilities identified during the contract period

Screening Requirements / Skills (Must-Have)

• Hands-on experience delivering at least 2 full project development life cycles
• Strong vendor management experience (performance management, contractual compliance, driving outcomes)
• Experience managing scope/budget/schedule, RAID, and stakeholder communications
• Strong communication skills (written and verbal), including the ability to influence stakeholders
• Databases (Oracle and/or Microsoft SQL Server; replication concepts)
• Able to work across technical teams (application/infrastructure/security) and business users to drive delivery and closure

Nice-to-Have / Advantage

• Certifications such as PMP, ITIL, or equivalent
• Working knowledge or hands-on exposure to one or more areas:
• API and systems integration
• Windows/Linux server infrastructure
• AWS cloud architecture/deployment/operations
• Experience in the Singapore Government environment, including governance, procurement, budgeting, risk/compliance, and security policies/standards
