Job Purpose

To manage the end-to-end strategic sourcing and procurement of laboratory-related Operational Expenditure (OPEX) items, including reagents, consumables, test kits, laboratory equipment, maintenance services, and related solutions. The role is responsible for sourcing, evaluating, negotiating, contracting, ordering, and supplier performance management to ensure uninterrupted laboratory operations, regulatory compliance, quality assurance, patient safety, standardization, and cost optimization across SunMed Companies.

A)    Managing Laboratory Sourcing, Negotiation, Contracting & Master Data

• Manage the activities which include sourcing, RFQ/RFP, price tabulation/comparison & analysis, vendor negotiation, contract review, and recommendation for purchase are timely conducted & supported with complete & accurate documents and information in accordance with the Statutory & Regulatory Requirements, Company Policies and SOPs.

• Build up alternative sources (different vendor, alternative brand or equivalent product) to ensure continual supply of good quality products and services for cost containment, cost saving, and smooth operations of SunMed Companies.

• Work closely with Procurement Team from other Sunway’s Companies to achieve best pricing, terms & conditions, and good after-sales support from the contractual vendors to achieve best pricing at Group level.

B)    Managing the Purchase Requisition (PR) and Purchase Order (PO)

• To ensure the outstanding PR & PO are closely monitored and followed up by subordinates for timely delivery of products and services until full completion or closure of transactions in the Procurement System and payment to the vendor.

C)    Continuous Improvement, Compliance & Supplier Performance Management

• Regularly review laboratory procurement activities, spend patterns, supplier performance, and sourcing strategies to identify opportunities for cost optimization, process improvement, service enhancement, and standardization.

• Ensure procurement transactions are supported by complete and accurate documentation, including:

  a) Regulatory licenses and certifications (e.g., MDA, GDPMD, ISO certifications, product registrations, and other applicable healthcare requirements).

  b) Vendor registration documents, financial assessments, and capability evaluations.

  c) Supplier Anti-Bribery & Corruption Declaration.

  d) Procurement Sustainability and Risk Assessment documentation.

  e) Price comparisons, commercial analyses, and vendor evaluation reports.

  f) Supply, maintenance, service, and rental agreements.

• Lead annual supplier performance evaluations covering product quality, service levels, delivery performance, responsiveness, technical support, regulatory compliance, and overall value contribution.

• Develop and implement corrective action plans with underperforming suppliers and recommend supplier replacement, deactivation, or alternative sourcing strategies when necessary.

• Support and lead procurement-related projects involving laboratory optimization, equipment replacement, new testing technologies, reagent standardization, cost-saving initiatives, and operational excellence programs.

• Perform other duties and special projects as assigned by Management.

D)    Managing Internal Customers and Stakeholders

• Focus and facilitate the sourcing and procurement of relevant subject matters, resolve the issue/problem/gap dispute/discrepancy by removing the obstacles, managing the key stakeholders in achieving the overall goal & objective that meet the best interests of SunMed Companies.

• Bachelor's Degree in Supply Chain, Procurement, Business Administration, Biomedical Science, Medical Laboratory Science, or a related field.

• Minimum 5 years of procurement, sourcing, or supply chain experience.

• Experience in healthcare, hospitals, laboratories, medical devices, or pharmaceutical industries is preferred.

• Hands-on experience in supplier management, contract negotiation, and sourcing activities.

• Understanding of laboratory products, reagents, consumables, equipment, and related services.

• Strong negotiation, communication, and stakeholder management skills.

• Good analytical and problem-solving abilities.

• Familiarity with procurement systems and Microsoft Excel.

• Knowledge of healthcare regulatory requirements is an advantage.

• Able to work independently and manage multiple priorities.

• Strong teamwork and collaboration skills.

• High level of integrity and commitment to procurement governance and compliance.
