Key Responsibilities
Design & Build Management & Execution:
- Lead the end-to-end Design & Build (D&B) process, coordinating closely with design consultants, architects, structural engineers and turnkey contractors to translate conceptual requirements into constructible, high-efficiency plans.
- Review, optimize and approve detailed engineering drawings, layout designs, and material specifications, ensuring alignment with Coway's operational requirements and value engineering principles.
- Oversee all phases of the manufacturing plant's construction lifecycle, from groundbreaking and structural development to final commissioning and handover.
- Develop, manage and continuously optimize comprehensive project schedules to ensure critical design approvals and construction milestones are met without delay.
- Proactively identify potential project bottlenecks across both the design and execution phases and implement effective mitigation strategies.
Contractor & Vendor Management:
- Act as the primary point of contact for main contractors, sub-contractors and site consultants throughout the D&B lifecycle.
- Evaluate tender submissions, negotiate contracts and ensure all external partners deliver work that aligns with Coway’s exacting standards.
- Conduct regular site inspections and progress meetings to hold contractors accountable for quality, design fidelity and schedule adherence.
Budget & Cost Control:
- Manage the overall construction budget (CAPEX), monitoring all site-related expenditures, material costs and labor allocations from the initial design phase through completion.
- Review and approve contractor progress claims, variation orders (VOs), and final accounts in collaboration with the finance and procurement teams.
Quality Assurance & HSE (Health, Safety & Environment):
- Enforce rigorous site safety protocols, ensuring absolute compliance with Malaysia's Occupational Safety and Health Administration (OSHA), DOSH, and CIDB regulations.
- Ensure all architectural designs and construction activities comply with local building codes, environmental regulations, and local council (Majlis) requirements.
- Implement strict quality control measures to ensure the facility meets structural integrity and operational readiness standards.
Stakeholder Reporting & Governance:
- Prepare detailed weekly and monthly progress reports, including visual documentation, financial tracking and risk assessments for the executive leadership team and global HQ.
- Liaise with local authorities (e.g., BOMBA, TNB, Syabas, local municipal councils) to secure all necessary design approvals, permits, and the final Certificate of Completion and Compliance (CCC).
Requirements
- Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or a strictly related technical discipline.
- A minimum of 8–10 years of progressive experience in construction management, with a proven track record of successfully delivering large-scale industrial, factory, or manufacturing plant projects via the Design & Build delivery method.
- Exceptional leadership capability on construction sites, strong crisis-management skills, and an in-depth understanding of D&B methodologies, civil works, and MEP (Mechanical, Electrical, and Plumbing) systems.
- Prior experience acting as a client-side Project Manager or working closely with multinational corporations setting up facilities in Malaysia.
- Korean nationals currently residing in Malaysia with relevant construction experience.
- Korean language proficiency is a strong advantage to facilitate seamless technical communication with our global engineering and project counterparts.
- Working hours is 5 days a week (Monday – Friday) / 09:00 AM – 6:00 PM.
- Work location will primarily based on-site at the new facility in Seremban, with necessary travel to the Kuala Lumpur office.
