Lead the development of water and waste infrastructure projects across Southeast Asia from early screening through to contract award. You’ll shape local strategy, support cross‑functional analysis, and coordinate commercial and project-development teams while acting as the main external contact for customers and partners and aligning internal stakeholders.

What you’ll do

• Evaluate opportunities identified by business development and recommend next steps that fit regional strategy.
• Work closely with Finance to assess project economics and ensure proposals meet financial criteria.
• Own the project development process from concept and feasibility studies to bid submission and contract close‑out.
• Design practical solutions that address client needs and technical requirements.
• Oversee feasibility work and proposal preparation with internal specialists and external consultants or partners.
• Drive delivery of key milestones and keep development timelines on track.
• Shape the project’s commercial and contractual setup, including risk allocation, service distribution, and financing structure.
• Support negotiations and preparation of contractual documents (e.g., JV/shareholder agreements, EPC contracts).
• Carry out strategic reviews — country or business-level — and keep the project pipeline under active management.

Who you are

• At least 10-15 years’ experience in water, waste or related infrastructure services, with hands-on involvement in the development and bidding stages of projects (e.g., O&M, BOT, WtE).
• Experience in multinational environments is highly regarded.
• Proven track record with O&M and BOT proposals and with projects in Southeast Asia (such as the Philippines, Indonesia or Vietnam).
• Technical familiarity with water, wastewater and WtE technologies is a plus.
• An engineering degree (environmental or related) is beneficial.
• Comfortable with different commercial models and legal structures used in infrastructure projects (merchant, BOT, PPP, EPC, PPA, etc.).
• Able to travel up to ~40% across the SEA region and HK.
• Fluent English and Mandarin are a must.
• Based in HK or Singapore.
