We're Hiring: Project Manager!
We are looking for a skilled and driven Project Manager to lead key initiatives and ensure successful delivery of projects. The ideal candidate will have at least 7 years of experience managing complex projects, excellent organizational skills, and the ability to communicate effectively with cross-functional teams.

JD:
• Partner with product managers and designers to conduct user interviews, translate findings into delivery priorities and maintain alignment between user needs, scope and project outcomes.
• Plan and facilitate sprint planning, scrum meetings and retrospectives, resolve working-level impediments and ensure agreed improvements are implemented.
• Own the end-to-end project plan, development pace, schedule, milestones, dependencies, risks, issues, decisions and change control for assigned projects or workstreams.
• Lead system, user and security test planning and release-readiness coordination, ensuring defects, approvals, operational handover and implementation prerequisites are resolved before release.
• Plan user education, communication and adoption activities and monitor post-release issues with product and engineering teams.
• Independently manage maintenance contracts and service agreements, including deliverables, service levels, contract milestones, obligations, renewals and vendor performance.
• Lead the preparation of procurement and contract documents such as tender or quotation specifications, Approval of Requirements, evaluation inputs, contract variations and direct contracting papers, with procurement and business stakeholders.
• Own licence and subscription renewal planning and coordinate upgrades for technologies approaching end of support to maintain continuous coverage and support.
• Own vulnerability-remediation and patch-delivery plans, assign accountable owners, track compliance with required timelines and escalate material delay or residual risk.
• Validate and recommend monthly invoices for endorsement by confirming service acceptance, rates, quantities, transaction charges, service-request usage and supporting records.
• Own project budget tracking and forecasting, monitor commitments and actual expenditure, coordinate OOE drawdowns and recommend corrective action for projected shortfalls or variances.
• Lead the delivery of key service requests from scope clarification and impact assessment through approval, testing, implementation and closure.
• Gatekeep service-request man-days by challenging assumptions, effort breakdowns, role mix, dependencies and unsupported estimates against contractual rates and deliverables.
• Chair working-level project and vendor governance meetings, provide clear management reporting and escalate decisions that exceed delegated authority.
What we are looking for:
• At least 4 years but less than 7 years of experience relevant to the Project Manager job role.
• Proven experience independently managing ICT projects or digital products from planning through implementation, transition and operational support.
• A proven track record of delivering effective products or project outcomes with limited resources.
• End-to-end experience working with product teams, engineering teams and service providers to build and deliver products.
• Experience owning schedules, milestones, dependencies, risks, issues, budgets, vendors, contracts, service requests and management reporting.
• Experience preparing procurement and contract documents and coordinating formal reviews and approvals.
• Experience managing maintenance contracts, vendor performance, licence renewals, end-of-support planning, vulnerabilities and patching.
• Experience validating invoices, service acceptance evidence, transaction or usage charges, man-day consumption and expenditure forecasts.
• Ability to assess vendor proposals and effort estimates, challenge assumptions and recommend scope, schedule, cost or resource trade-offs.
• Strong written and verbal communication skills, including documentation, minute taking, technical writing and concise management escalation.
• A highly meticulous and tenacious approach, with the ability to work independently under pressure, prioritise competing demands and follow matters through to closure.
• Working knowledge of Agile, Scrum and Waterfall delivery approaches and the ability to apply proportionate governance.
Preferred requirements:
• PMP or PRINCE2 Practitioner certification; PMI-ACP, Certified ScrumMaster or Professional Scrum Master certification is advantageous for agile or hybrid delivery environments.
• Proven experience independently managing small-to-medium ICT projects or substantial maintenance workstreams involving multiple business, technical and vendor stakeholders.
• Experience managing project budgets, expenditure forecasts, OOE drawdowns and monthly invoice validation within an approved funding envelope.
• Hands-on experience administering maintenance contracts, service levels, licence renewals, service requests and contract milestones.
• Experience preparing or coordinating Singapore Government or comparable public-sector procurement documents, contract variations and formal approval submissions.
• Experience evaluating vendor proposals and man-day estimates, challenging assumptions and coordinating agreed scope or commercial adjustments.
• Working knowledge of ITIL practices for incident, problem, change, release and service-level management.
• Proficiency with Jira and Confluence, Microsoft Project, Azure DevOps, SharePoint, Excel or Power BI for schedule, RAID, financial and management reporting.
• Experience delivering cloud migration, enterprise application, case-management, platform-upgrade or citizen-facing digital-service projects.
