Job Summary
We are looking for a responsible and organised PA - HR to support the Company’s overall Human Resource functions and assist in building a structured HR department.
The candidate must be able to assist in setting up HR systems, workflows, documentation, policies, SOPs, recruitment processes, employee records, payroll coordination, attendance, leave, performance management, employee relations, and HR reporting.
This role requires a candidate who is able to supervise, coordinate, and execute HR matters independently, while supporting the HR Manager, Management, and department heads in daily HR operations.
Job Scope / Responsibilities
1. HR Department Set-Up and Support
Assist in setting up and organising the HR department structure, workflow, filing system, employee database, HR trackers, forms, templates, and documentation process.
Support the Company in building proper HR systems and improving existing HR practices.
Assist in preparing HR SOPs, policies, procedures, checklists, and internal guidelines.
Coordinate HR task follow-ups and ensure assigned matters are completed within the required timeline.
Support the supervision and coordination of HR support staff where applicable.
Ensure HR matters are handled in an organised, professional, and confidential manner.
2. Job Posting and Recruitment
Prepare, draft, review, and manage job postings for approved vacancies.
Post job advertisements on job portals, social media, company platforms, and other recruitment channels.
Review and update job descriptions, job requirements, salary range, benefits, working hours, and reporting structure before posting.
Monitor active job postings and update, refresh, or remove advertisements when required.
Maintain recruitment and job posting trackers.
Screen applications, shortlist suitable candidates, arrange interviews, and follow up with candidates.
Update the HR Manager and Management on recruitment progress and candidate status.
3. Manpower Planning and Talent Acquisition Support
Assist Management and department heads in identifying manpower needs and hiring priorities.
Prepare job descriptions, candidate profiles, interview arrangements, and hiring documents.
Coordinate offer letters, employment documents, and pre-employment requirements.
Support recruitment planning and improve hiring efficiency.
Maintain accurate recruitment records and hiring status updates.
4. Onboarding, Offboarding and Employee Movement
Prepare onboarding documents, employee files, orientation materials, and onboarding checklists.
Ensure new employees are properly briefed on Company policies, reporting lines, job expectations, and employment matters.
Assist in managing confirmation, promotion, transfer, redesignation, probation extension, resignation, termination, and staff movement documentation.
Coordinate offboarding, clearance, handover, exit documentation, and return of Company property.
Maintain updated staff movement records.
5. Employee Records and HR Documentation
Maintain employee personal files, employment records, leave records, attendance records, payroll-related records, disciplinary records, performance records, and training records.
Prepare HR documents including offer letters, employment contracts, confirmation letters, warning letters, transfer letters, promotion letters, resignation letters, and termination letters.
Ensure all HR documents are accurate, complete, updated, and properly filed.
Handle employee information with strict confidentiality.
6. Payroll, Attendance, Leave and Employee Administration
Compile and check attendance, leave, overtime, claims, allowances, deductions, and payroll-related information.
Coordinate with internal or external payroll personnel to ensure timely and accurate payroll-related submissions.
Monitor staff punctuality, absenteeism, leave patterns, and attendance issues.
Maintain proper leave, attendance, and payroll-related records.
Assist with medical claims, benefits administration, statutory contribution coordination, and employee administration matters.
7. Performance Management and Staff Development
Maintain probation, confirmation, KPI, appraisal, and performance review records.
Follow up with department heads on probation reviews and performance evaluations.
Prepare confirmation letters, probation extension letters, performance improvement records, and related documents.
Coordinate training, staff briefings, employee development activities, and improvement plans.
Support Management in promoting accountability, discipline, and continuous improvement.
8. Employee Relations, Discipline and Workplace Culture
Act as a point of contact for HR-related employee queries.
Assist in handling employee concerns, grievances, disciplinary matters, misconduct issues, and workplace conflicts.
Prepare warning letters, disciplinary records, meeting notes, investigation documents, and related HR documents where required.
Ensure sensitive employee matters are handled confidentially, fairly, and professionally.
Support employee engagement, internal communication, staff activities, and workplace culture initiatives.
9. HR Policies, SOPs and Compliance
Assist in drafting, reviewing, updating, and implementing HR policies, SOPs, employee handbook, forms, and internal guidelines.
Ensure employees are informed of Company policies, procedures, and expectations.
Coordinate policy acknowledgement and implementation.
Support compliance with employment laws, statutory requirements, Company procedures, and internal controls.
Highlight HR risks, documentation gaps, compliance concerns, and employee-related issues to the HR Manager or Management.
10. HR Reporting and Management Updates
Prepare and maintain recruitment trackers, employee master lists, attendance and leave trackers, payroll-related trackers, probation trackers, staff movement trackers, training records, disciplinary records, and performance records.
Prepare HR reports and updates as required.
Ensure all reports are accurate, updated, organised, and submitted within the required timeline.
