Position SummaryThe Chief Engineer is responsible for overseeing the delivery of hard services facilities management for a banking client under an Integrated Facilities Management (IFM) contract. This role ensures all critical engineering systems operate safely, efficiently, and in compliance with statutory and client-specific requirements, while leading the technical and engineering workforce on site.
Key ResponsibilitiesTechnical and Operational Management
The Chief Engineer leads the day-to-day operation, maintenance, and troubleshooting of critical hard services infrastructure, including air-conditioning and mechanical ventilation (ACMV) systems, cooling towers, chillers, Building Management Systems (BMS), electrical distribution, fire protection systems, and plumbing and drainage networks. The role requires hands-on technical competence to diagnose faults, direct corrective action, and minimize downtime for mission-critical banking environments such as data centers, trading floors, and vaults.
CMMS Administration
The role owns the Computerized Maintenance Management System (CMMS) used on site, which may include platforms such as Maximo, Corrigo, Planon, or similar systems depending on the client's contractual requirements. Responsibilities include ensuring preventive maintenance schedules are accurately configured and executed, work orders are properly logged and closed out, asset registers remain current, and compliance and audit reports are generated accurately for client and regulatory review.
Leadership and Team Management
The Chief Engineer supervises a multidisciplinary team of engineers, technicians, and subcontractors, providing technical guidance, performance management, training, and succession planning. The role involves rostering and manpower planning to ensure adequate coverage for 24/7 critical operations, along with fostering a strong safety culture across the team.
Compliance, Safety, and Risk Management
The role ensures full compliance with statutory inspections, licensing, and local regulatory requirements governing building services. It includes managing permit-to-work systems for high-risk activities, maintaining business continuity and emergency response plans for critical system failures, and conducting risk assessments for all engineering works, particularly those affecting banking operations.
Client and Stakeholder Engagement
The Chief Engineer acts as the primary technical point of contact for the banking client, providing regular performance reporting against SLAs and KPIs, participating in client review meetings, and managing vendor and subcontractor relationships for specialized systems maintenance.
Required Qualifications and ExperienceThe ideal candidate holds a Bachelor's degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline, with 5 to 8 years of progressive experience in facilities management, building services engineering, or critical environment operations. Experience within banking, financial services, data center, or other mission-critical environments is highly preferred.
Technical competence is required across ACMV systems, chiller plants, cooling towers, and BMS platforms, along with hands-on troubleshooting ability for complex mechanical and electrical faults. Practical experience operating and administering CMMS platforms is essential, as is familiarity with statutory compliance requirements for building and engineering systems in the relevant jurisdiction.
Strong leadership and people management skills are necessary, including the ability to manage, train, and develop technical teams, along with solid communication and stakeholder management skills to engage confidently with client representatives, including facilities and operations managers.
Preferred CertificationsCandidates should ideally hold a recognized engineering license or certification relevant to the jurisdiction (such as a Chargeman certification, Professional Engineer license, or equivalent), along with certifications in BMS platforms, refrigeration and ACMV systems, or energy management. Occupational health and safety certifications are also advantageous.
