Responsibilities
Job Summary and Objectives:
Organise, manage and monitor the review, coordination and assurance of mechanical engineering
activities for a major infrastructure project.
Provide Owner’s Engineer leadership to ensure that mechanical systems and technical
deliverables comply with project requirements, applicable engineering codes, statutory regulations,
safety standards and good engineering practices.
Execute strategies and measures to monitor mechanical design development, manage
multidisciplinary interfaces and address technical risks throughout engineering, construction,
testing, commissioning and project handover.
Primary Responsibilities and Accountabilities
Mechanical Engineering Management
Organise, manage and monitor mechanical engineering activities across the project
lifecycle.
Lead the review and assurance of mechanical designs, specifications, calculations,
drawings, datasheets and technical documentation.
Review mechanical systems covering rotating equipment, static equipment, HVAC,
fire-protection systems, utilities and associated safety systems.
Verify that mechanical designs comply with project requirements, applicable codes,
engineering standards and statutory regulations.
Evaluate the suitability, reliability, maintainability and safety of proposed mechanical
systems and equipment.
Identify design gaps, technical risks, constructability concerns and engineering-interface
issues.
Recommend appropriate technical solutions and corrective actions to resolve identified
issues.
Organise and monitor the closure of design comments, technical queries, deviations and
engineering actions.
Review contractor, consultant and vendor technical submissions and provide technically
sound recommendations.
Prepare mechanical engineering reports and communicate technical risks, progress and
recommendations to project stakeholders.
Provide leadership, technical direction and guidance to the mechanical engineering team.
Project Management Level
Coordinate mechanical interfaces with civil, structural, electrical, instrumentation, process
and other engineering disciplines.
Participate in multidisciplinary design reviews, constructability reviews, risk assessments
and project-assurance activities.
Support equipment selection, technical bid evaluations, vendor-document reviews and
technical clarification activities.
Monitor mechanical engineering progress against the approved project schedule and
deliverable requirements.
Coordinate with contractors, consultants, vendors and project stakeholders to resolve technical and interface-related matters.
Provide technical support during construction, equipment installation, inspection, testing
and commissioning.
Monitor site implementation and verify that mechanical works comply with approved
designs, project specifications and quality requirements.
Review field changes, technical deviations and requests for information affecting
mechanical systems.
Support the resolution of site issues, equipment-performance concerns and commissioning
deficiencies.
Monitor the completion of mechanical punch-list items and outstanding technical actions.
Support system completion, performance verification, documentation close-out and final
handover.
Assist the Project Director or Engineering Manager in achieving the relevant
project-engineering objectives.
Qualifications and Experience
Bachelor’s degree in Mechanical Engineering or an equivalent engineering discipline.
Extensive experience in mechanical engineering and multidisciplinary project delivery.
Proven experience in a senior, lead or management-level mechanical engineering position.
Strong experience in mechanical design review, engineering assurance and technical
coordination.
Previous exposure to an Owner’s Engineer, client-representative, engineering consultancy,
EPC or project-management environment.
Demonstrated knowledge of rotating equipment, static equipment, HVAC, fire protection,
utilities and mechanical safety systems.
Experience reviewing engineering calculations, technical specifications, drawings,
equipment datasheets and vendor documentation.
Strong understanding of equipment selection, constructability, installation, inspection,
testing and commissioning requirements.
Ability to independently assess contractor and consultant deliverables and provide clear
technical recommendations.
Strong leadership, analytical, stakeholder-management, coordination and
technical-reporting capabilities.
Willingness to undertake a full-time, site-based assignment in Sarawak for the complete
contract duration.
Preferred Requirements
Previous experience supporting major infrastructure, transportation, industrial or energy
projects.
Experience working in an Owner’s Engineer or client-representative capacity.
Familiarity with Malaysian regulations, statutory approvals and engineering practices.
Previous project experience in Sarawak would be an advantage.
Candidates based in Kuching, Bintulu or Miri will be prioritised.
Professional Engineer registration or an equivalent recognised professional qualification
would be beneficial.
