Job Description

Responsibilities

The Civil Engineer is responsible for the design integrity and construction supervision of all physical infrastructure. This includes site clearing, earthworks, internal access roads, drainage systems, and the structural foundations for PV modules and heavy substation equipment. The primary objective is to ensure the plant's structural stability over a 30 year lifespan despite the challenging geotechnical environment of coastal Sarawak.


Key Responsibilities:

Project Execution and Management

  • Manage C&S subcontractors to ensure adherence to the Project Master Schedule. Identify potential bottlenecks in civil works and develop mitigation plans.
  • Track material consumption (steel, cement, gravel) and verify progress claims. Manage the logistics of bringing heavy machinery into the project site.
  • Work closely with the Electrical Engineering team to ensure cable trenches, earthing pits, and equipment foundations align perfectly with the electrical layout.
  • Maintain comprehensive site diaries, RFI (Request for Inspection) logs, and as-built drawings.
  • Assist the Project Manager in monitoring project budget, evaluating progress claims, and assessing variation orders.


Engineering and Design Review

  • Evaluate specialized foundation designs to mitigate settlement
  • Validate structural calculations for PV mounting structures, ensuring durability against Sarawak's coastal wind speeds.
  • Review the Sarawak Urban Stormwater Management (SUStoM) in accordance with DID Sarawak (Department of Irrigation and Drainage) guidelines.
  • Review designs for site access roads, internal perimeter roads, and the MV power station and transformer foundations.


Civil & Structural Construction

  • Oversee massive earth-clearing and levelling activities.
  • Supervise the installation of thousands of module mounting structures. Conduct pull-out tests on piles to verify load capacity in soft soil before module mounting begins.
  • Manage the construction of the control Building and high voltage switchyard, ensuring structural integrity and proper architectural finishes.


Regulatory Compliance & Safety

  • Ensure all civil activities comply with the Natural Resources and Environment Board (NREB) Sarawak requirements, specifically regarding silt traps and erosion control.
  • Ensure all site personnel have valid CIDB Green Cards. Enforce strict compliance with OSHA 1994 excavation safety and crane lifting operations.
  • Manage inspections and approvals from the Tanjung Manis local council and other relevant statutory bodies for building occupation permit (OP).


Qualifications/Requirements:

  • Bachelor’s Degree in Engineering (Civil and Structural or related).
  • Minimum 3–5 years of project management experience, preferably in renewable energy, power, or infrastructure.
  • Proven track record in delivering large-scale solar (LSS) or power projects in Sarawak.
  • Strong knowledge of local authority approval processes.
  • Strong knowledge of renewable energy projects (solar/LSS) including EPC lifecycle, design, procurement, construction, and commissioning.
  • Familiarity with Sarawak Energy Berhad (SEB) procedures, and local authority regulations.
  • Ability to liaise effectively with contractors, consultants, and regulators.
  • Problem-solving and risk management capabilities, especially in mitigating project delays.
  • Good understanding of HSE standards and ability to enforce compliance on site.
  • Able to based at project site in Tanjung Manis, Sarawak, with regular travel to local authority/SEB offices as required.
  • Must be willing to work in remote site conditions with limited amenities.
  • Exposure to construction site environment, including weather, noise, and physical site inspections.
  • Extended or irregular working hours may be required to meet project deadlines.
  • Collaborative environment, working closely with multidisciplinary teams (civil, electrical, procurement, HSE).
  • High-pressure environment requiring ability to manage tight schedules, cost constraints, and compliance demands.
  • Ability to lead and motivate site teams and subcontractors while working independently under pressure.
