Key Accountabilities:

• Ensure EOSB fire life safety governance follows applicable JBPM legal and regulatory requirements, including Act 341, Fire Certificate, Designated Premises, OKK, FSM and FSO obligations. 

• Coordinate fire life safety governance under the OKK framework across stations, depots, OCC facilities, workshops, tunnels and support premises. 

• Manage Fire Certificate readiness, application, renewal, expiry tracking, JBPM inspection outcomes and verified closure evidence. 

• Maintain Designated Premises Register, Fire Certificate Register, OKK records, FSM and FSO appointment records, Fire Warden records and ERT readiness records. 

• Coordinate JBPM engagement, familiarisation visits, inspections, notices, correspondence, directives and regulatory commitment tracking. 

• Chair or coordinate the OKK Governance Forum and track fire safety actions, findings and regulatory issues until verified closure. 

• Monitor fire system impairment visibility, temporary controls, restoration status and escalation for Category 1, Category 2 and Category 3 impairments. 

• Govern fire safety training, Fire Warden readiness, ERT readiness, fire drill programme and post-drill improvement actions. 

• Review contractor fire safety controls, hot work arrangement, fire watch requirement, combustible material control and housekeeping compliance. 

• Maintain fire safety evidence package for management, JBPM, APAD, audit and legal defensibility, including dashboard input and escalation papers for Head HSE review. 

Qualifications & Experience

• Bachelor’s Degree or Diploma in Fire Safety, Occupational Safety and Health, Engineering, Building Services, Facilities Management, Railway Operations, or related discipline. 

• JBPM-certified Fire Safety Manager, or eligible to obtain required FSM certification before operational readiness milestone. 

• Good working knowledge of Fire Services Act 1988, Fire Certificate requirements, Designated Premises requirements, UBBL, OSHA 1994 and related fire safety obligations. 

• Certification or training in fire risk assessment, emergency response, fire drill management, incident investigation, audit, or fire protection system awareness is preferred. 

• Good report writing, regulatory correspondence, inspection coordination, evidence control and stakeholder management skills.

• Minimum 3 years’ working experience in railway, public transport, infrastructure, operations safety, HSE assurance, system assurance, or operational risk management. 

• Exposure to railway operations environment, including station, depot, OCC, track access, maintenance, contractor interface, or operational control activities. 

• Experience in maintaining hazard records, action trackers, evidence registers, findings trackers, or assurance logs. 

• Experience in collecting, checking and organising safety evidence for SMS, Safety Case, readiness review, audit, or assurance activities. 

• Experience in supporting field verification, safety walkthrough, readiness check, inspection, audit, or assurance review. 

• Experience in tracking safety actions, closure evidence, due dates, overdue items and escalation status. 

• Exposure to MOC, degraded mode, temporary arrangement, operational deviation, or interface risk review is preferred. 

• Able to coordinate inputs from Operations, Engineering, Maintenance, OCC, contractors, system owners and SMEs. 

• Able to prepare safety assurance reports, dashboard input, meeting updates and management trackers. 

• Able to work independently, follow up actions and escalate incomplete evidence or unresolved safety assurance gaps.
