Job Description

Responsibilities

Key Responsibilities:

1. Corporate & Legal Compliance (Statutory & Documentation)

  • Company Secretarial Oversight (CoSec): Manage Board resolutions and ensure timely, accurate SSM statutory flings. Coordinate with external company secretarial services to manage Board resolutions and ensure timely, accurate SSM statutory filings.

Stamp Duty Administration: Oversee. internal business units to ensure 100% of executed commercial agreements are processed via the STAMPS (LHDN) system within the statutory 30-day window.

  • Statutory Enforcement Defense: Act as the primary defender against administrative summonses, late-fling fees, or compliance penalties issued by the legal authority including SSM or LHDN.

  • Legal Drafting & Review: Develop, update, and improve intemal compliance checklists, protocols, and policies.

2. Data Protection Officer (DPO)

  • PDPA 2010 Compliance: Serve as the site's designated Data Protection Officer to drive, monitor, and enforce full site compliance with the Personal Data Protection Act 2010 (PDPA).

  • Health Checks/Audit & Training: Conduct periodic data privacy audits and deliver targeted training to employees handling personal data. Plan and execute periodic internal data privacy audits across target departments (HR, IT, Procurement) and conduct mandatory PDPA awareness training for personal data processors.

  • Breach & Inquiry Management: Serve as the primary point of contact for personal data enquiries, complaints, and potential personal data breach investigations.

3. Integrity, Risk Management & Governance

  • Anti-Bribery & Corruption (ABAC): Implement, monitor, and test the T.R.U.S.T. framework to ensure compliance with Section 17A of the MACC Act 2009.

  • Internal Audit & Ethics: Conduct internal compliance “health checks,” manage the corporate whistieblowing channel, and investigate integrity or code of conduct breaches or non-compliance findings.

  • Corporate Risk Register: Maintain and update the Corporate Risk Register quarterly and execute proactive mitigation strategies.

  • Crisis Management: Handle legal defense prep and internal investigations regarding white-collar offenses or integrity breaches.

  • HQ Reporting: Prepare regular compliance checklists and dashboards for submission to the HQ Compliance Team.

4. Regulatory & Technical Compliance (Operational Licensing)

  • Operational Licensing: Coordinate with business units to secure and maintain valid "Permits to Operate" from government agencies (ST, DOE, DOSH, MITI).

  • Enforcement Liaison: Manage and respond to "Show Cause" notices, compounds, and regulatory summonses stemming from technical non-compliance.

  • Regulatory Tracking: Monitor changing local regulations and advise top management on emerging operational compliance risks.

5. Stakeholder Management & Reporting

  • HQ Reporting: Prepare and submit comprehensive compliance reports to the HQ Compliance Team as, scheduled.

  • External Liaison: Serve as the professional liaison for external auditors, legal bodies, trade associations, and government authorities.

  • Ad-Hoc Duties: Execute strategic tasks assigned by the Legal Affairs Part Leader and Top Management.

Qualifications & Requirements:

  • Bachelor's Degree in Law (LL.B) or equivalent legal qualification.

  • Minimum of 5 years of professional working experience, with at least 2 years specializing in corporate compliance, internal audit, regulatory liaison, or data privacy. Experience within the manufacturing or heavy industry sector is highly preferred.

  • Technical Knowledge: Strong understanding of Malaysian laws, including PDPA 2010, MACC Act 2009, SSM filings, LHDN stamp duty, and technical regulations (DOE, DOSH, ST),

  • Proficient in Microsoft Office (specifically Word, Power Point, and Excel) and government portals (STAMPS, SSM e-Info).

  • High level of determination, tenacity, absolute discretion, and confidentiality.

  • Meticulous attention to detail when conducting intemal audits, reviewing documents, and preparing compliance checklists.

  • Strong interpersonal and liaison skills to interface confidently with external government regulators, external auditors, and legal bodies.

  • Ability to multi-task, work independently, and collaborate across cross-functional departments.

  • Excellent verbal and written communication skills to influence internal stakeholders and engage external regulators, lawyers, or auditors.
