Responsibilities
  • Manage healthy interface within the department, ensuring alignment, quality assurance, and sufficient resource support to meet targets.
  • Execute instrumentation engineering and assurance activities in accordance with HSSE & DEP standards.
  • Provide technical assurance and expertise to SMDS asset owners on field‑instrumentation challenges.
  • Lead and detail engineering design, calculations, specifications, and technical documentation for instrument‑related projects and plant changes.
  • Develop technical specifications for purchase requisitions, evaluate vendor proposals, liaise with construction contractors, and manage documentation updates (e.g., As‑built drawings in SPI).
  • Provide technical assurance for preventive and corrective maintenance programs per Asset Management System processes, ensuring HEMP and Safety Critical Activities meet performance standards.
  • Advise the Instrument Manager on prioritisation of activities delivered by Site maintenance and assurance teams.
  • Review critical barriers (training, procedures, critical equipment, resourcing, schedule compliance) for Instrumented Protective Functions, address shortcomings, and implement improvements.
  • Contribute to the development of mid‑to‑long‑term strategy for managing instrumentation equipment reliability, including Threat & Opportunity (MTO) and obsolescence planning.
  • Provide inter‑disciplinary inputs in concept development, site survey, cost estimation, option definition, technical evaluation, review performance, and more.
  • Plan, deliver, and act on recommendations to close out assurance items from audits or post‑implementation reviews.
  • Continuously review, update, and improve instrumentation maintenance processes and documentation (ITP, checklists, reports, condition‑monitoring trend analysis, knowledge management, ESP PTM reporting).
  • Conduct Post Implementation Reviews regularly to capture and implement continuous improvements.
  • Determine optimal testing frequencies for instrumentation equipment based on Shell DEP, industry standards, plant requirements, and safety reviews.
  • Coordinate and support Instrumented Protective Functions classification exercises and facility SIFpro database management.
  • Troubleshoot and eliminate bad actors to maximise asset reliability and make sound recommendations.
  • Prepare instrumentation work scopes and assist other disciplines for major maintenance, non‑routine campaigns, plant changes, projects, and turnarounds (field coordination, supervision, assurance checks).
  • Initiate and implement Management of Change (MOC) for deviations in materials, designs, or DEP, ensuring timely delivery and budget compliance.
  • Collaborate with Production, Maintenance, and Technology teams to ensure field instrumentation assets deliver per process intent and provide assurance and coaching.
  • Own OPEX/CAPEX build‑up and spend for instrumentation activities and manage assigned contracts, liaising directly with contractors.
  • Support Leadership and delivery of the Site Governance Element of GoalZero, People, Reliability, Innovation, Cost, Projects & Turnaround.
  • Undertake special assignments or tasks as directed by Line Manager.
Qualifications
  • Recognised bachelor’s degree in Electrical, Electronic, Instrumentation & Control engineering.
  • Minimum 10+years of instrumentation experience in the oil & gas industry.
  • Experience in instrumentation engineering, process control and automation, design, troubleshooting, maintenance or assurance in a manufacturing environment.
  • Familiarity with Shell DEP and DCAF requirements and implementation.
  • Knowledge or experience in structured problem‑solving through Root Cause Analysis methods or equivalent.
  • Experience in effective coaching, collaboration and excellent communication skills.
  • Willingness to relocate and work in Bintulu, Sarawak.
