We’re Hiring: Lead – Ecosystem Development

Location: UPM–MTDC, Serdang

Division: Technology Ecosystem Development Business Division

Reporting To: Executive Vice President, TEDBD

Join Malaysian Technology Development Corporation (MTDC) as a Lead – Ecosystem Development and play a strategic role in activating and scaling MTDC’s ecosystem platform to support technology-based enterprise growth in Malaysia.


Key Responsibilities

1. Ecosystem Strategy & Platform Positioning

  • Define and refine MTDC SPHERE as the national ecosystem and operating platform for enterprise growth.
  • Translate SPHERE into a clear operating model, user journey, and stakeholder value proposition.
  • Develop ecosystem activation roadmaps aligned with TEDBD strategic direction.
  • Enhance platform design, service architecture, and ecosystem structure based on insights and feedback.
  • Ensure alignment between SPHERE (ecosystem execution layer) and EDGE (diagnostic engine).


2. Ecosystem Partner Activation & 5C Pathways

  • Develop activation models across the 5C framework: Capital, Capability, Consultancy, Certification, and Connection.
  • Convert onboarded partners into usable pathways, referral routes, and intervention mechanisms.
  • Identify ecosystem gaps and recommend partnership priorities.
  • Strengthen partner utilisation and activation effectiveness.
  • Monitor partner performance and contribution to company outcomes.


3. Company Journey Orchestration

  • Design structured company journey pathways across ecosystem interventions.
  • Route companies into appropriate 5C pathways based on readiness and growth stage.
  • Reduce fragmentation by improving visibility and sequencing of interventions.
  • Coordinate partner-led and MTDC-led activation initiatives.
  • Ensure companies receive relevant, stage-based support across their growth journey.


4. Integration with EDGE & TEDBD Functions

  • Translate EDGE diagnostic outputs into ecosystem interventions and pathways.
  • Coordinate across BDD, BASD, MAD, IED, TAD, IBD, and other TEDBD functions.
  • Establish clear hand-offs between partner origination (BDD) and ecosystem activation roles.
  • Strengthen governance rhythms linking diagnostics, execution, and reporting.
  • Ensure cross-functional alignment of all programmes into one ecosystem model.


5. Programme Activation & Market Access

  • Design ecosystem activation initiatives such as clinics, founder engagements, and growth campaigns.
  • Enable company access to funding, capability, advisory, validation, and market opportunities.
  • Drive conversion of ecosystem activities into pipeline and scale-up outcomes.
  • Strengthen cross-functional collaboration to improve programme effectiveness.
  • Enhance ecosystem relevance and sustainability.


6. Platform Engagement & Performance Tracking

  • Oversee ecosystem data visibility across partners, companies, and pathways.
  • Develop dashboards tracking activation, engagement, and outcomes.
  • Ensure SPHERE operates as a single source of truth for ecosystem data.
  • Support IT/Digital teams in platform enhancement (CRM, community, engagement tools).
  • Provide regular management reporting on ecosystem performance.


7. Stakeholder Management & Institutional Positioning

  • Act as a senior focal point for ecosystem stakeholders (ministries, agencies, corporates, universities, investors).
  • Represent SPHERE in strategic meetings, forums, and ecosystem engagements.
  • Develop institutional narratives and partner propositions.
  • Support ecosystem communications, launches, and impact storytelling.
  • Strengthen MTDC’s positioning as a national ecosystem architect.


8. Governance, Quality & Continuous Improvement

  • Establish ecosystem governance models, activation protocols, and partner review mechanisms.
  • Ensure traceability, documentation, and compliance across ecosystem activities.
  • Develop playbooks, operating models, and best practices.
  • Continuously improve ecosystem delivery efficiency and scalability.
  • Ensure disciplined scaling of SPHERE without loss of coherence.


What We’re Looking For

  • Bachelor’s Degree in Business, Economics, Engineering, Public Policy, Entrepreneurship, or related field (Master’s is an advantage).
  • Minimum 10 years of experience in ecosystem development, partnerships, innovation, commercialisation, or public-private programmes.
  • Strong experience in ecosystem building, platform activation, or multi-stakeholder programme orchestration.
  • Proven ability in strategic partnerships, market access, and business growth models.
  • Strong stakeholder management, negotiation, and communication skills.
  • Experience working across government, industry, academia, and innovation ecosystems.
  • Strong analytical and performance-driven mindset with ability to manage ecosystem data and outcomes.
