Job Description

Responsibilities

Job Summary:

  • The Assistant Engineering Manager will provide technical inputs during the pre-concession/pre-construction phase and manage site technical execution during the construction phase. This role requires experience in navigating Malaysian authorities' clearances for utilities and infrastructure.

Key Responsibilities:

  • Technical Inputs: Provide technical inputs for Concession Agreements, Feasibility Studies, Environmental Impact Assessments (EIA), and Risk/Safety Assessments.
  • - Statutory Approvals: Coordinate and assist in securing necessary institutional permits, including land matters, Development Orders (KM - Kebenaran Merancang), and Building/Construction Permits.
  • - External Infrastructure: Supervise the technical interfacing, design alignment, construction, and administrative approvals for all external infrastructure (TNB power grid connection, water intake, gas pipelines, and telecommunications).
  • - Procurement & Tendering: Participate in technical bid clarifications, contract negotiations, and provide professional evaluation opinions during the procurement phase.
  • - Site Supervision: Lead and manage a team of multi-disciplinary site engineers to supervise safety, quality control, and progress schedules.
  • - Testing & Commissioning: Oversee daily site engineering activities and actively participate in the plant's testing and commissioning phase. Requirements: - Education: Bachelor’s Degree or above in Civil, Mechanical, Electrical Engineering, or related fields.

Experience:

  • Minimum 5 years of engineering project management experience.
  • Experience in Thermal Power Plants or Waste-to-Energy (WTE) projects is highly advantageous.
  • Project Track Record: Proven experience handling full EPC project lifecycles (Design, Authority Clearance, Construction, and Handover).
  • Local Knowledge: Strong familiarity with Malaysian construction/engineering regulations and local utility authorities in Negeri Sembilan.
  • Languages: Excellent command of English, Mandarin, and Bahasa Malaysia.
  • Availability: Able to onboard by August 2026.

Pay: RM1,978.30 - RM6,673.14 per month
