Responsibilities :
Key Responsibilities
1. Safety Management
- Occupational Safety and Health Act 1994
- Explosives Act 1957
- Conduct daily site inspections (pit, crusher, workshop, stockpile areas).
- Monitor high-risk activities: drilling, blasting, working at height, confined space.
- Ensure proper use of PPE and enforce safety rules.
- Lead incident/accident investigations and implement corrective actions.
2. Health Management
- Monitor occupational health risks (dust, noise, vibration, heat stress).
- Coordinate medical surveillance programs (audiometric test, lung function test).
- Ensure compliance with exposure limits (e.g., silica dust).
- Promote worker health awareness and toolbox talks.
3. Environmental Management
- Environmental Quality Act 1974
- Monitor environmental parameters:
- Air quality (dust deposition)
- Water discharge - Monthly
- Noise levels
- Manage scheduled waste in accordance with DOE requirements.
- Implement erosion control, sediment pond, and pollution prevention measures.
4. Documentation & Compliance
- Maintain HIRARC (Hazard Identification, Risk Assessment and Risk Control).
- Prepare and submit reports to:
- Department of Occupational Safety and Health
- Department of Environment
- Ensure all permits, licenses, and statutory inspections are valid.
- Maintain safety records, incident logs, and audit reports.
5. Training & Awareness
- Toolbox talks
- Safety inductions
- Emergency drills (fire, slope failure, blasting incidents)
- Train workers on safe operating procedures (SOPs).
6. Emergency Response
- Act as Emergency Response Coordinator.
- Develop and maintain Emergency Response Plan (ERP).
- Coordinate with local authorities (Bomba, hospitals) during emergencies.
7. Site Monitoring & Enforcement
- Stop unsafe work practices immediately.
- Ensure contractors comply with site SHE requirements.
- Monitor blasting activities for safety exclusion zones and vibration control.
