Job Description

Requirements

  • Diploma or Bachelor’s Degree in Quantity Surveying, Civil Engineering, Building Construction, or equivalent.

  • Minimum 3 to 5 years of hands-on experience as a Site QS in infrastructure, railway, or civil engineering projects (subcontractor or main contractor background preferred).

  • Skills & Competencies:

  1. Proficient in reading engineering/structural drawings and taking-off quantities.

  2. Strong knowledge of local construction contract conditions, claim procedures, and measurement rules.

  3. Strong commercial acumen, negotiation skills, and analytical mindset.

  4. Proficient in Microsoft Excel, Word, and QS measurement tools.

  5. Fluent in English (written and spoken) to communicate effectively with main contractors, consultants, and management teams.

Responsibilities

Project : East Coast Rail Link (ECRL) Project – Subcon Company (Specialist Ground Improvement Works)

Job Purpose

The Site Quantity Surveyor manages all site-level commercial, contractual, and financial operations. This role focuses on maximizing project profitability, managing progress claims and payments, executing rigorous cost control, managing variation orders, preparing financial analysis reports, and coordinating commercial matters with the Main Contractor, Consultants, and internal project teams.

Key Responsibilities & Scope of Work

1. Progress Claim Management (月度进度款)

  • Prepare, compile, and submit monthly interim progress claims to the Main Contractor / Client in accordance with contract schedules.

  • Conduct joint site measurements and quantity verifications with Main Contractor, Consultant, and Client QS representatives.

  • Monitor payment certificates, track status of outstanding progress payments, and assist in managing site cash flow.

2. Project Cost Control (项目成本控制)

  • Monitor daily site expenditure against approved project budgets to prevent cost overruns.

  • Track material consumption, plant/machinery usage, and labor deployment against estimated quantities and site allowances.

  • Identify potential commercial risks or budget variances early and report them to management for timely corrective action.

 3. Variation Order & Claims Management (变更索赔)

  • Identify site variations, design changes, and additional works outside the original scope promptly.

  • Issue contractual notices and compile comprehensive Variation Order (VO) submissions, including rate analysis, backup calculations, and site records.

  • Negotiate and finalize VO claims with the Main Contractor and Consultant QS teams.

4. Subcontractor Measurement & Payment (分包计量及付款)

  • Measure, verify, and evaluate work completed by site subcontractors and specialists.

  • Process monthly subcontractor progress claims, verify backcharges, and issue interim payment certificates.

  • Evaluate subcontractor variation claims and ensure strict adherence to awarded subcontract terms.

5. Cost Analysis & Financial Reporting (成本分析报告)

  • Prepare regular site financial reports, including Cost-Value Reconciliation (CVR) and budget variance analyses.

  • Perform material reconciliation reports (comparing actual site usage against design/budgeted quantities).

  • Provide accurate cost forecasting and completion cost projections for management review.

6. Final Account Settlement (Final Account / 竣工结算)

  • Prepare and compile final account documentation for both the Main Contractor and Subcontractors upon work completion.

  • Negotiate and settle all outstanding claims, variations, and backcharges to achieve successful final account closing.

  • Coordinate the release of performance bonds and retention monies upon expiration of the Defects Liability Period (DLP).

7. Commercial & Contractual Coordination (与总包、监理及项目团队的商务协调)

  • Act as the commercial liaison between the site operational team, Main Contractor, Consultants, and Project Management.

  • Attend site commercial meetings, technical clarification discussions, and progress review sessions.

  • Ensure all site instructions, delay events, and contractual correspondence are properly documented to safeguard the company's commercial interests.
