About the Role
We are looking for a detail-oriented and highly organized
HR Executive
to join our dynamic recruitment agency. In this role, you will be the backbone of our internal HR operations, ensuring the seamless management of payroll for our deployed workforce, accurate client billing, and compliance with local employment regulations. You will manage the full employee lifecycle for our temporary and contract staff, from onboarding to offboarding.
This is an ideal role for an HR professional who thrives in a fast-paced environment and possesses a strong technical aptitude for payroll systems and financial processes.
Key Responsibilities
Payroll & Billing (Core Focus)
End-to-End Payroll:
Manage the full monthly payroll cycle for
100+ deployed staff
using the
Infotech
HRMS/Payroll system, ensuring 100% accuracy in salary computations, overtime, claims, and statutory deductions.
Billing & Invoicing:
Generate and process accurate client invoices using
Xero
accounting software. Ensure timely billing based on timesheets and contract terms, and reconcile payments received.
Data Integrity:
Maintain and update employee records in both Infotech and Xero, ensuring alignment between payroll costs and client billing.
Reconciliation:
Assist in payroll reconciliation and provide reports for finance audits.
Workpass & Compliance
Workpass Applications:
Handle the full spectrum of
Workpass applications
(WP, SPass, EP) via MOM portals, including application, renewal, cancellation, and issuance of IPA letters.
Statutory Compliance:
Ensure compliance with local employment laws (e.g., CPF, IR8A, tax clearance) and MOM regulations regarding working hours and leave entitlements.
Onboarding/Offboarding:
Conduct new hire orientations, prepare employment contracts, and manage the offboarding process including exit clearance and final salary calculations.
Operations & Administration
Timesheet Verification:
Collaborate with operations and clients to verify timesheets and resolve discrepancies before payroll processing.
Employee Queries:
Act as the first point of contact for employees regarding payroll, leave, benefits, and workpass-related inquiries.
Reporting:
Prepare monthly HR reports (headcount, turnover, payroll costs) for management review.
Requirements
Experience:
3 to 4 years of relevant HR Operations experience, ideally within a
recruitment agency, staffing firm, or outsourcing company
.
Payroll Systems:
Proven hands-on experience processing payroll for a headcount of 100+ staff
using the
Infotech
system is a strict requirement.
Billing Software:
Proficiency in using Xero
for billing and reconciliation is a strict requirement.
Workpass:
Strong knowledge and practical experience in handling
MOM Workpass applications
(WP, SPass, EP) and statutory regulations.
Technical Skills:
Advanced proficiency in Microsoft Excel (VLOOKUP, PivotTables) is essential.
Soft Skills:
Meticulous attention to detail, strong numerical aptitude, ability to meet tight deadlines, and excellent communication skills.

EHC has also explored business opportunities to the private sector within the education realm. EHC has deployed staff to international schools and institutions, which include ISS International School, Hollandse School Singapore, Tien Hsia Language Centre and others.
