We are seeking an experienced and hands-on HR Manager who can lead the HR function while working closely with Management, clients, employees and operational teams.
Key ResponsibilitiesHR Leadership and Business Partnership:
- Lead the overall HR function and provide practical and strategic advice to Management on workforce planning, employee relations, organisational development and HR risks.
- Develop and implement HR plans that support the Group’s business growth and operational requirements.
- Establish, review and continuously improve HR policies, procedures, workflows and internal controls.
- Provide regular HR reports, workforce analysis and recommendations to Management.
Recruitment and Workforce Mobilisation
- Plan and oversee high-volume recruitment for local and foreign workers, as well as executive and operational positions.
- Manage the complete recruitment process, including sourcing, screening, interviewing, selection, onboarding, deployment and replacement.
- Coordinate closely with recruiters, operations teams, factory clients, transport teams and other stakeholders to meet recruitment and mobilisation targets.
- Monitor recruitment performance, candidate conversion, attendance, attrition and workforce fulfilment.
- Strengthen employer branding and develop effective recruitment channels.
Employee Relations and Industrial Relations
- Manage employee grievances, misconduct, absenteeism, poor performance, disciplinary action and termination matters professionally and in accordance with Malaysian employment laws.
- Conduct or oversee investigations, show-cause processes, domestic inquiries and other disciplinary proceedings where required.
- Promote positive employee engagement, communication, welfare and workplace discipline.
- Advise managers and supervisors on appropriate employee-relations actions while ensuring consistency and proper documentation.
- Handle matters involving outsourced workers deployed at client premises.
Payroll, Compensation and Statutory Compliance
- Oversee payroll preparation and verification, including attendance, overtime, allowances, deductions, leave and final salary calculations.
- Ensure accurate and timely statutory contributions and submissions, including EPF, SOCSO, EIS, PCB and other applicable requirements.
- Review salary structures, employee benefits and remuneration practices.
- Coordinate payroll reconciliation, client billing information and workforce-related reports with the Finance and Operations teams.
Legal, Regulatory and Audit Compliance
- Ensure compliance with the Employment Act 1955, Industrial Relations Act 1967 and other applicable Malaysian labour laws and regulations.
- Liaise with the Labour Department, Industrial Relations Department, Immigration Department and other government authorities when required.
- Maintain complete and accurate employee records, contracts, permits, licences and statutory documentation.
- Support internal, client and third-party audits, including ISO, Responsible Business Alliance (RBA) and customer compliance requirements.
- Develop corrective-action plans, close audit findings promptly and maintain proper supporting evidence.
- Monitor foreign-worker documentation, accommodation, welfare and regulatory requirements where applicable.
Performance Management and Training
- Establish and administer performance appraisal, probation, confirmation, contract renewal and employee-development processes.
- Work with department heads to define job responsibilities, KPIs and performance expectations.
- Identify training requirements and coordinate employee induction, compliance training and leadership development.
- Support succession planning and the development of a reliable supervisory and management pipeline.
HR Operations and Administration
- Oversee HR administration, employee files, contracts, letters, leave records, attendance and HR information systems.
- Coordinate with operational teams on employee transportation, accommodation, deployment, welfare and workplace matters.
- Ensure confidential employee and company information is properly protected.
- Support general administration, asset management, office requirements, safety and health matters where assigned.
- Perform any other HR or administrative duties reasonably assigned by the Managing Director or Management.
Requirements
- Bachelor’s degree or professional qualification in Human Resources, Business Administration, Management or a related discipline.
- At least 5 years of relevant HR experience, including supervisory or managerial responsibilities.
- Strong working knowledge of Malaysian labour laws, industrial relations, payroll and statutory requirements.
- Practical experience in employee relations, disciplinary procedures, domestic inquiries and performance management.
- Experience in high-volume recruitment.
- Experience handling outsourced employees, foreign workers, ISO or RBA compliance will be an added advantage.
- Able to manage multiple priorities and respond effectively to urgent operational requirements.
- Strong leadership, problem-solving, negotiation and stakeholder-management skills.
- High level of integrity, confidentiality, professionalism and accountability.
- Proficient in Microsoft Office and familiar with payroll, attendance or HR management systems.
- Good written and spoken English and Bahasa Malaysia.
- Possession of own transport and willingness to travel to client sites or operational locations when required.
- Candidates who are available to join immediately or within a short notice period will have an added advantage.
Preferred Candidate Profile
The successful candidate should be a hands-on HR leader who is comfortable working in both the office and operational environment. The candidate must be capable of developing HR strategies while personally managing urgent employee, client, recruitment and compliance matters when necessary.
