About the Role


The HR Operations Manager will be responsible for leading and overseeing the day-to-day HR operations function, ensuring that our people processes, HR administration, payroll, employee relations, industrial relations, HR policies and statutory requirements are managed effectively, consistently and in compliance with applicable regulations.

This role will serve as a key operational partner to the business, providing strong HR governance, process discipline and responsive support to employees and managers.

The role will work closely with the Head of Talent & Organization Development, who will lead the organization's talent, organization development and people development agenda.


Key Responsibilities


1. HR Operations & Administration

  • Lead and oversee day-to-day HR operations and administration activities.
  • Ensure HR processes are delivered accurately, consistently and within agreed service levels.
  • Establish and continuously improve HR operational processes, workflows, SOPs and controls.
  • Ensure accurate and timely maintenance of employee records and personnel documentation.
  • Oversee the administration of employment contracts, confirmations, transfers, promotions and other employee lifecycle documentation.
  • Ensure HR policies, procedures and guidelines are properly implemented and consistently applied.
  • Identify opportunities to simplify, standardize and automate HR processes.


2. Payroll & Benefits Administration

  • Oversee the end-to-end monthly payroll process, ensuring accuracy, timeliness and confidentiality.
  • Work closely with payroll providers, Finance and relevant internal stakeholders to ensure payroll accuracy and compliance.
  • Oversee statutory payroll requirements, including EPF, SOCSO, EIS, PCB/MTD and other applicable statutory submissions.
  • Manage the administration of employee benefits, insurance and other HR-related programmes.
  • Monitor payroll and benefits-related issues and ensure timely resolution.
  • Maintain appropriate controls and confidentiality over employee compensation and payroll information.


3. Employee Relations & Industrial Relations

  • Act as a key HR advisor to managers and employees on employee relations matters.
  • Provide guidance on disciplinary matters, grievances, misconduct, workplace concerns and other employee relations issues.
  • Manage and support investigations into employee relations matters in accordance with company policies and applicable employment legislation.
  • Handle industrial relations matters and work closely with relevant stakeholders, including employee representatives, where applicable.
  • Ensure disciplinary and grievance processes are fair, consistent, properly documented and legally compliant.
  • Partner with management to resolve workplace issues proactively and constructively.


4. HR Compliance & Governance

  • Ensure HR practices and processes comply with applicable Malaysian employment laws and statutory requirements.
  • Monitor changes to employment legislation, regulations and statutory requirements and recommend appropriate actions.
  • Maintain proper HR documentation, records and governance controls.
  • Coordinate HR audits and ensure timely closure of audit findings.
  • Partner with internal and external stakeholders on employment-related compliance matters.
  • Ensure appropriate handling and protection of confidential employee information and personal data.


5. HRIS & People Data Administration

  • Oversee the effective administration and maintenance of HRIS and employee databases.
  • Ensure employee data is accurate, complete, secure and up to date.
  • Partner with IT and HR technology vendors on HRIS enhancements, system improvements and issue resolution.
  • Generate and maintain HR operational reports and people-related data required by management.
  • Improve HR reporting accuracy, process efficiency and data governance.


6. HR Policies, Processes & Continuous Improvement

  • Review and enhance HR policies, procedures and operational guidelines.
  • Ensure policies are clearly communicated and consistently implemented across the organization.
  • Identify operational gaps, risks and opportunities for process improvement.
  • Lead HR operations projects and process improvement initiatives.
  • Develop appropriate HR operational metrics and dashboards to monitor service delivery, compliance and process effectiveness.


7. HR Team Leadership

  • Lead, coach and develop the HR Operations team.
  • Establish clear responsibilities, service standards and performance expectations within the HR Operations function.
  • Ensure effective workload management and service delivery across HR operations.
  • Build a customer-focused and solutions-oriented HR Operations culture.
  • Promote strong collaboration between HR Operations and other HR centres of expertise.

The HR Operations Manager will work closely with:

  • Employee representatives / relevant industrial relations stakeholders


Requirements

  • Bachelor's degree in Human Resources, Business Administration, Industrial Relations or a related discipline.
  • 6+ years of progressive HR experience, with significant exposure to HR operations.
  • Strong experience in payroll, HR administration, employee relations and industrial relations.
  • Good working knowledge of Malaysian employment legislation and statutory requirements.
  • Experience managing HR policies, procedures, compliance and HR governance.
  • Experience working with HRIS and HR reporting systems.
  • Strong analytical, problem-solving and process improvement capabilities.
  • Excellent interpersonal and communication skills, with the ability to work effectively with employees, managers and senior stakeholders.
  • Demonstrated ability to handle confidential and sensitive employee matters with professionalism and discretion.
  • Experience leading or supervising an HR operations team would be an advantage.
