Job Summary

Manage and oversee site project execution to ensure completion within programme, budget, and quality standards while coordinating with stakeholders and maintaining compliance with regulatory and contractual requirements.

Responsibilities

• Manage overall project execution to deliver works within approved programme, budget, and quality requirements
• Coordinate effectively with HDB, project contractors, consultants, authorities, and other stakeholders to align project objectives
• Monitor master programme, project progress, and expenditure to identify and mitigate potential delays or cost overruns
• Implement and manage quality, safety, risk, time, and cost management systems to ensure project compliance and performance
• Review and assess contractors’ submissions, drawings, method statements, materials, and statutory clearances for compliance
• Ensure works conform to approved drawings, specifications, method statements, and HDB requirements
• Coordinate quality inspections, testing, commissioning, and handover activities to meet project standards
• Manage variations, progress claims, extension of time (EOT) claims, and other contractual submissions accurately and timely
• Identify and resolve site issues by coordinating corrective and preventive actions to maintain project continuity
• Lead site, progress, variation, and coordination meetings to facilitate communication and decision-making
• Supervise and provide clear direction to Site Supervisors to ensure effective site operations
• Maintain proper project records, reports, and documentation for transparency and audit purposes
• Serve as the main point of contact with HDB for all project-related matters to ensure stakeholder alignment
• Respond promptly to emergencies, complaints, incidents, and other project-related issues to minimize impact

Required competencies and certifications

• Degree in Architecture, Civil/Structural/Electrical/Mechanical Engineering, Facilities Management, Building Science, Project Management, Construction Management, or related construction/engineering disciplines
• Degree recognized by relevant Singapore Professional Bodies such as Board of Architects (BOA), Professional Engineers Board (PEB), or Building and Construction Authority (BCA)
• Minimum 5 years of relevant post-graduate experience in building construction/built industry, preferably HDB projects; OR minimum 3 years of relevant post-graduate project management experience

Preferred competencies and qualifications

• Strong interpersonal and communication skills, both written and verbal, especially in engaging with residents
