Our client is a well-established construction, property development and specialist engineering solutions provider. Currently, they are seeking for HR Manager to be part of the team.

JOB DIMENSION (SCOPE)

Strategic & Operational HR

Manage the

full spectrum of HR activities

including recruitment, payroll, performance management, and employee relations

Partner with management and operations teams to support workforce planning for plants, sites, and projects

Develop, implement, and review HR policies and procedures aligned with business needs

Recruitment & Manpower Planning

Lead

end-to-end recruitment

for technical, operations, and support roles

Understand manpower requirements specific to

waste water treatment plants, infrastructure, environmental operations, and site-based teams

Liaise with recruitment agencies and external stakeholders when required

Statutory Compliance & Work Passes

Ensure compliance with

Singapore MOM regulations

, Employment Act, and company policies

Manage work pass matters (WP, S Pass, EP), renewals, and cancellations

Support audits and inspections related to HR and manpower compliance

Employee Relations & Engagement

Handle employee grievances, disciplinary matters, and performance issues

Support employee engagement, retention, and welfare initiatives

Payroll & HR Administration

Oversee payroll processing, leave management, and HR documentation

Maintain accurate HR records and reporting

JOB REQUIREMENTS

Degree in Human Resource Management, Business Administration, or related field

8–12 years of HR experience, with managerial experience preferred

Prior experience in infrastructure, waste water treatment, utilities, environmental, plant operations, building construction, or industrial sectors is highly advantageous

Strong knowledge of Singapore employment laws and MOM regulations

Experience managing blue-collar, technical, and site-based workforce

Good leadership, communication, and problem-solving skills
