Role Description

Based at Damansara Heights (KL), the Manager, Organization & Workforce is responsible for supporting organizational effectiveness, workforce planning, organization design, and workforce analytics initiatives across the Group.


The role works closely with business leaders and stakeholders to ensure organizational structures, workforce capabilities, and manpower strategies are aligned with business objectives, operational requirements, and long-term growth plans.


Key Responsibilities

Organization Design & Effectiveness

  • Review and evaluate organizational structures to improve operational efficiency, effectiveness, and alignment with business objectives.
  • Conduct organizational assessments to identify structural gaps, role duplication, and workflow inefficiencies.
  • Recommend organization design improvements to support business growth, productivity, and workforce effectiveness.
  • Lead or support organizational restructuring, role realignment, and workforce optimization initiatives.
  • Analyse organizational layers, reporting relationships, and span of control to enhance efficiency, accountability, and decision-making effectiveness.


Workforce Planning & Talent Analytics

  • Lead workforce planning exercises by analysing current and future manpower requirements.
  • Develop workforce forecasting models and manpower plans aligned with business strategies.
  • Monitor workforce trends and provide recommendations on headcount planning, workforce deployment, and resource allocation.
  • Conduct workforce scenario analysis to support business continuity and organizational readiness.
  • Identify critical roles, succession risks, and capability gaps within the workforce.
  • Support workforce initiatives to ensure the organization maintains the required capabilities and talent pipeline.


Workforce Analytics & Business Insights

  • Develop and maintain workforce dashboards, metrics, and management reports.
  • Analyse workforce data to identify productivity trends, manpower cost implications, and organizational performance indicators.
  • Generate insights on headcount growth, workforce productivity, workforce costs, revenue per employee, and human capital investment effectiveness.
  • Present workforce findings and recommendations to support business decision-making.
  • Promote data-driven workforce planning and organizational effectiveness practices.


Organizational Performance Review

  • Monitor the effectiveness and outcomes of organizational development and workforce initiatives.
  • Conduct post-implementation reviews of organizational restructuring and workforce optimization projects.
  • Measure and track intended benefits, productivity improvements, and organizational outcomes.
  • Recommend continuous improvements to organization design and workforce management practices.
  • Support the development of organizational health indicators and workforce effectiveness measures.


Stakeholder Engagement & Business Partnering

  • Partner with business leaders to understand workforce challenges and organizational requirements.
  • Provide workforce planning and organizational effectiveness recommendations based on business needs and workforce insights.
  • Facilitate discussions on manpower planning, organization design, and workforce optimization opportunities.
  • Collaborate with Human Resources Centres of Excellence and business stakeholders on workforce transformation initiatives.
  • Support change management and communication activities related to organizational initiatives and restructuring efforts.


Continuous Improvement & Strategic Projects

  • Participate in organizational transformation and human capital projects.
  • Support the implementation of workforce planning frameworks, methodologies, and best practices.
  • Benchmark workforce structures and practices against relevant industry standards.
  • Identify opportunities to improve workforce effectiveness, capability development, and manpower utilization.
  • Contribute to initiatives that strengthen organizational capability and support long-term business sustainability.


Qualifications & Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, Management, Industrial Psychology, Organizational Development, or a related discipline.
  • Minimum 7 years of relevant experience in Human Resources, Organization Development, Organization Design, Workforce Planning, Talent Management, Human Resources Analytics, or related functions.
  • Experience in manpower planning, organization structure reviews, workforce optimization, and organizational effectiveness initiatives.
  • Exposure to stakeholder management and cross-functional collaboration.
  • Experience in change management, transformation, or business improvement projects would be advantageous.
  • Strong analytical, problem-solving, stakeholder management, communication, presentation, and project management skills.
  • Proficiency in Microsoft Excel, Power BI, or other workforce analytics and reporting tools would be an added advantage.
