Data Center Construction Manager – Electrical

1. Position Overview

The Data Center Construction Manager – Electrical will be responsible for overseeing, coordinating, and managing all electrical construction activities for a data center project in Port Dickson.

Working under the Project Management Consultant (PMC), the role ensures that electrical works are executed in accordance with approved designs, project specifications, applicable Malaysian standards, safety requirements, quality expectations, and the approved project schedule.

The position requires strong experience in data center electrical infrastructure, construction management, contractor coordination, testing and commissioning, and project delivery.

2. Key Responsibilities

A. Electrical Construction Management

• Manage and oversee all electrical construction activities on behalf of the PMC.
• Monitor electrical installation works to ensure compliance with approved drawings, specifications, and method statements.
• Supervise electrical contractors, subcontractors, and specialist vendors.
• Ensure proper execution of electrical works in accordance with the project schedule and construction sequence.
• Coordinate electrical activities with civil, structural, architectural, mechanical, and other disciplines.
• Ensure construction activities are carried out in accordance with approved inspection and test plans (ITPs).

B. Data Center Electrical Systems

Oversee the installation, integration, and construction of critical electrical infrastructure, including:

• Medium-voltage (MV) and high-voltage (HV) electrical systems, where applicable.
• Utility incoming supply and electrical substations.
• MV switchgear and distribution systems.
• Transformers and LV switchboards.
• Main and essential electrical distribution systems.
• Generator systems and associated electrical infrastructure.
• Automatic Transfer Switches (ATS) and Static Transfer Switches (STS).
• Uninterruptible Power Supply (UPS) systems.
• Battery energy storage and battery systems, where applicable.
• Busduct and busbar trunking systems.
• Critical power distribution units (PDUs).
• Data hall electrical distribution systems.
• Electrical containment, cable trays, and cable ladder systems.
• Earthing and bonding systems.
• Lightning protection systems.
• Emergency lighting and small power systems.
• Building Management System (BMS) and Electrical Management System (EMS) interfaces.
• Fire alarm and life-safety system interfaces.
• Electrical systems supporting data center redundancy configurations, such as N+1, 2N, and distributed redundant systems, where applicable.

C. PMC Supervision and Contractor Management

• Review and monitor contractors’ construction methodologies and execution plans.
• Review electrical shop drawings, material submissions, method statements, and technical submittals.
• Coordinate with the design consultant and contractors to resolve technical and construction issues.
• Monitor contractor manpower, productivity, materials, and equipment.
• Conduct regular site inspections and construction progress meetings.
• Verify completed works and support progress measurement and payment certification.
• Monitor compliance with approved project procedures and PMC requirements.
• Ensure that contractors maintain proper construction records and documentation.

D. Quality Assurance and Quality Control

• Ensure electrical works comply with approved specifications, drawings, and quality standards.
• Review and monitor electrical inspection and testing activities.
• Witness inspections and tests as required by the project Inspection and Test Plan.
• Monitor installation quality for critical electrical equipment and systems.
• Identify non-conformances and ensure corrective actions are implemented.
• Review and monitor NCR closure.
• Ensure proper documentation of inspection records, test results, and quality reports.

E. Testing and Commissioning

• Coordinate electrical testing and commissioning activities with the commissioning manager, contractors, and specialist vendors.
• Review testing and commissioning procedures and schedules.
• Monitor pre-functional testing, functional testing, and integrated systems testing (IST).
• Support testing of critical electrical systems, including:
• MV/LV switchgear.
• Transformers.
• Generators.
• UPS systems.
• ATS and STS systems.
• Busduct and critical power distribution systems.
• Protection and control systems.
• Earthing and bonding systems.
• Coordinate electrical activities during energization and system handover.
• Ensure outstanding defects and commissioning issues are tracked and resolved.
• Support the preparation of final testing, commissioning, and handover documentation.

F. Health, Safety, and Environmental Compliance

• Ensure electrical construction activities comply with project HSE requirements.
• Monitor electrical safety practices and safe systems of work.
• Ensure compliance with approved risk assessments and method statements.
• Monitor permit-to-work, isolation, lockout/tagout (LOTO), and energization procedures.
• Coordinate with the PMC HSE team to address site safety concerns.
• Stop or escalate unsafe work activities when necessary.
• Ensure contractors comply with applicable Malaysian occupational safety and health requirements.

G. Programme and Progress Monitoring

• Monitor electrical construction progress against the approved baseline programme.
• Identify delays, constraints, and potential impacts on project milestones.
• Coordinate with the planning team to develop recovery plans where required.
• Monitor critical path activities related to electrical installation and energization.
• Provide regular progress updates to the PMC Project Director / Project Manager.
• Support project reporting, including:
• Daily and weekly progress reports.
• Monthly progress reports.
• Electrical installation progress tracking.
• Risk and issue registers.
• Look-ahead schedules.
• Construction dashboards.

H. Documentation and Handover

• Ensure contractors maintain updated electrical as-built drawings.
• Review operation and maintenance manuals.
• Monitor submission of test certificates and commissioning records.
• Ensure proper completion of punch lists and snagging activities.
• Coordinate electrical system handover documentation.
• Support project closeout and final acceptance activities.
