SUMMARY OF THE ROLE


MOH Holdings is leading the business transformation in the implementation of a common and consolidated platform for Singapore’s public healthcare to manage financial transactions, reporting, internal cost controls and material management.


Following strategic alignment to streamline processes and minimize customization of the solution, the next phase focuses on implementing the SAP FICO and MM modules on S/4HANA, migrating from multiple SAP ECC6 instances.


The Enterprise Process Excellence Lead will serve as the central custodian of Finance and Logistics business processes for FIMM, supporting the Business Transformation Lead in the implementation and sustainment of harmonised business processes across Singapore's public healthcare ecosystem.


Working closely with cluster Business Process Owners (BPOs), business stakeholders and implementation partners, the role will coordinate process alignment, maintain enterprise process standards and support the consistent adoption of approved business processes across institutions.


Following implementation, the role will establish and operate the continuous improvement of FIMM processes.


JOB RESPONSIBILITIES


Enterprise Process Management

  • Maintain enterprise-wide process documentation, business rules and process repositories.
  • Ensure approved business process designs are consistently implemented across institutions.
  • Assess cross-functional impacts of process changes, operational issues and enhancement requests.
  • Support process reviews and provide recommendations based on approved programme principles and SAP standards.
  • Maintain traceability of key process decisions, approved deviations and process requirements.


Cluster BPO Coordination

  • Act as the central coordinator for cluster BPOs and business process SMEs.
  • Consolidate business feedback, operational issues and enhancement requests across institutions.
  • Facilitate process working groups and alignment discussions to support adoption of approved business processes.
  • Escalate unresolved process issues, risks and conflicts through established governance channels.
  • Promote sharing of best practices and lessons learnt across institutions.


Process Governance & Standards

  • Maintain enterprise process standards and governance frameworks.
  • Monitor compliance with approved process designs and business rules.
  • Track process deviations, exceptions and enhancement requests.
  • Support process impact assessments and governance reviews.
  • Provide process-related reporting and insights to programme leadership.


Business Readiness & Adoption Support

  • Partner with the Change Management Lead to identify process adoption risks and readiness gaps.
  • Support SIT, UAT, deployment and stabilisation activities from a business perspective.
  • Provide guidance to BPOs, change agents and business users on approved process designs.
  • Support root-cause analysis and resolution of process-related issues during implementation and post go-live.


Process Excellence Continuity

  • Define and monitor process KPIs, process health indicators and operational metrics.
  • Monitor process performance and identify opportunities for optimisation and standardisation.
  • Maintain the process improvement and enhancement backlog.
  • Coordinate evaluation and prioritisation of process improvement initiatives with stakeholders.
  • Support future SAP enhancements, upgrades and transformation initiatives from a process governance perspective.
  • Drive continuous improvement and operational excellence across Finance and Logistics processes.


JOB REQUIREMENTS


Education

  • Degree in Business, Finance, Supply Chain, Information Systems, Operations Management or related discipline.


Experience

  • 15-20 years of experience in SAP, ERP transformation, business process management or process excellence roles.
  • Experience in business process harmonisation, process governance or continuous improvement initiatives.
  • Experience working with cross-functional stakeholders in large-scale transformation programmes.
  • Experience establishing or operating a Centre of Excellence (COE), process governance or operational excellence function is advantageous.
  • Experience in healthcare, public sector or other regulated industries is preferred.


Knowledge & Skills

  • Strong understanding of end-to-end Finance and/or Supply Chain processes.
  • Working knowledge of SAP S/4HANA, ECC or related ERP platforms.
  • Knowledge of process governance, process performance measurement and continuous improvement practices.
  • Strong stakeholder management, facilitation and influencing skills.
  • Strong analytical, problem-solving and organisational skills.


Success Measures

  • Effective coordination and engagement of cluster BPOs.
  • Sustainable process governance and documentation framework.
  • Successful establishment of the FIMM Process Centre of Excellence.
