Job Responsibilities

The HR Executive supports the day-to-day operations of the Human Resources function in a manufacturing environment. The role covers payroll, recruitment, employee administration, foreign worker management, training, employee engagement, HR reporting and data analytics.

Key responsibilities include:
Assist in the full spectrum of HR operations, including recruitment, payroll, leave administration, compensation and benefits, employee relations, training and development, work pass administration and employee welfare.

Support the

end-to-end recruitment process

for production, technical, engineering and office positions, including job advertisements, resume screening, interview coordination, candidate selection, job offers, onboarding and offboarding.

Coordinate onboarding activities for new employees, including employment documentation, orientation, induction programmes, access arrangements and communication with relevant departments.

Assist with employee confirmation, performance appraisal, promotion, salary adjustment, contract renewal and other employee lifecycle activities.

Administer

monthly payroll processing

, including attendance records, overtime, shift allowances, incentives, bonuses, deductions, unpaid leave and other payroll-related items.

Review and verify employees'

overtime claims, shift records, attendance data, incentives and allowances

, particularly for production and operational employees.

Administer employee leave, medical benefits, insurance claims, compensation and employee welfare programmes.

Manage

foreign worker and work pass administration

, including new applications, renewals, cancellations, address updates, medical examinations and other Ministry of Manpower requirements.

Monitor foreign worker quota, levy and work pass validity to ensure sufficient manpower availability for manufacturing operations.

Ensure timely and accurate submissions of statutory and government-related matters, including

CPF, foreign worker levy, Childcare Leave, Maternity/Paternity Leave, NS Make-Up Pay claims, IR8A and IR21

.

Ensure HR practices and documentation comply with statutory requirements, company policies and required filing deadlines.

Maintain accurate employee records, personnel files, training records, attendance records, work pass records and other HR documentation.

Prepare monthly HR reports including

headcount, manpower movement, employee turnover, absenteeism, overtime, foreign worker levy, recruitment status, training and other HR KPI reports

.

Use

Microsoft Power BI and Excel

to develop HR dashboards, analyse workforce data and present HR trends to management.

Perform

HR data analysis

on areas such as manpower cost, overtime, absenteeism, turnover, recruitment, training, workforce productivity and employee demographics.

Identify trends and provide data-driven recommendations to support

manpower planning, workforce optimisation and cost-control initiatives

.

Work closely with Production, Operations, Engineering, Quality, Logistics and other departments to understand manpower requirements and support operational manpower planning.

Manage internship programmes, industrial attachments and

On-the-Job Training (OJT)

programmes, including coordination with schools, supervisors and department heads.

Support employee training programmes, skills development, competency tracking and training records, particularly for production and technical employees.

Organise and coordinate

employee engagement, welfare, recreational and company activities

.

Handle employee enquiries relating to payroll, leave, benefits, company policies, work passes and general HR matters.

Support HR audits, government inspections, internal audits and preparation of supporting HR documentation when required.

Assist in reviewing and improving HR procedures, reporting processes and administrative workflows through

digitalisation, automation and data analytics

.

Undertake any other HR, administrative or ad-hoc duties assigned by the Management.

Job Requirements & Skills

Degree in Human Resource Management, Business Administration, Data Analytics or a related discipline.

IHRP certification is preferred.

Relevant HR experience is preferred; experience in a manufacturing or industrial environment will be an advantage.

Good knowledge of HR operations, including payroll, recruitment, leave administration, employee relations, training and work pass administration.

Familiar with the Singapore Employment Act, CPF requirements, MOM regulations and statutory HR requirements.

Proficient in

HRIQ HR System, Microsoft Excel and Power BI

for employee administration, payroll processing, HR reporting, dashboard creation and data analysis.

Strong analytical skills with the ability to analyse HR data such as headcount, overtime, absenteeism, employee turnover, manpower cost and other HR KPIs.

Good communication, interpersonal and coordination skills with the ability to work effectively with employees, supervisors, department heads and management.

Detail-oriented, organised and able to maintain confidentiality while managing multiple HR responsibilities and statutory deadlines.
