Contract & Procurement Manager

Working Location: Upper Jurong Road
Reporting to: Head of Finance 
Employment Duration: 1 October 2026 – 30 September 2027

Salary range: S$4500 – S$6000

Working Hours: Monday – Thursday: 8:00 AM – 5:30 PM and Friday: 8:00 AM – 5:00 PM

Job Description

This role works directly under the Assistant Director (Contract and Procurement) and is responsible mainly for managing the end-to-end procurement process and contract administration to ensure compliance with policies, and timely delivery of goods and services.

The role is also expected to assist in the tracking of outstanding Purchase Orders and Year-End closing activities.

Responsibilities

• Monitor contract status and assist in contract administration work.
• Review papers for contract establishment, renewal and variation, and facilitate the process by liaising with multiple stakeholders.
• Coordinate with internal stakeholders to understand procurement needs and specifications and assist the Assistant Director (Contract & Procurement) in advising on the various procurement modes.
• Review requirement specifications and evaluation reports for ad-hoc procurement projects and facilitate the procurement process with stakeholders.
• Prepare materials for quarterly contract meetings and draft meeting minutes.
• Support audits and ensure proper documentation for compliance purposes.
• Track outstanding Purchase Orders and assist in payment performance management during the financial year-end closing period.
• Perform any other ad-hoc tasks required.

Requirements

• Singapore Citizen.
• At least 2 years of relevant experience.
• Knowledge of public sector contracts and procurement workflow is preferred.
• Familiar with Government IMs and procurement policies.
• Bachelor's degree in a relevant field.
• Proficient in Microsoft Office applications.
