Assistant Manager, Nesting Strategy

(Tengah General and Community Hospital)

Before opening, TGCH staff will build professional and team capabilities through structured placements in established Host institutions—an approach known as Nesting. TGCH will apply the NUHS Group HR Nesting Framework and Governance arrangements, adapted to its service, workforce and ramp-up needs.

Within the Nesting Strategy Office in the CEO Office, you will support programme planning, coordination and governance across professional groups, planning teams, Home institutions and Host institutions. You will translate service and workforce plans into an integrated roadmap covering placements, capability-building, timelines, dependencies and funding considerations, and drive decisions and actions to closure. Functional and institutional owners remain accountable for their respective plans and implementation.

As nesting progresses, the role will evolve from planning towards placement administration, implementation support, reporting, issue escalation and programme monitoring.

This role suits a proactive, organised individual who can work with diverse stakeholders, structure complex information and operate effectively in an evolving environment. It offers broad exposure to hospital planning, workforce transformation, governance and cross-institution partnerships.

Job Description

• Help develop the nesting roadmap, which includes (1) Apply the NUHS Nesting Framework with Group HR and adapt it to TGCH’s service, workforce and Host-institution needs, (2) Consolidate service and workforce needs into proposed Host placements, capability-building arrangements and phased transition plans for endorsement, and (3) Align TGCH teams, Home institutions and Host institutions on capacity, learning needs, timelines, roles and readiness.
• Coordinate delivery and governance, which includes (1) Maintain the integrated workplan; track milestones, dependencies, risks, decisions and resources; and escalate gaps to the appropriate owner, (2) Support governance meetings, concise minutes, action tracking and follow-through, using digital and AI-enabled tools where appropriate, and (3) Coordinate placement administration and implementation, maintain records and status reports, and follow through on issues and actions.
• Enable stakeholder alignment and readiness, which includes (1) Build trusted relationships, clarify responsibilities and facilitate issue resolution, while retaining accountability with the relevant functional or institutional owner, and (2) Track workforce readiness and coordinate transition with service, facility, system, onboarding and training plans.
• Support other CEO office priorities, which includes (1) Support related CEO Office planning or special projects without compromising core nesting priorities.

Job Requirements

• Bachelor’s degree in a related discipline.
• Relevant experience in programme or project delivery, planning, strategy, operations, workforce planning, HR, consulting or transformation. As a guide, candidates should possess at least 3 years of relevant experience with demonstrated ability to independently coordinate multiple workstreams and stakeholders to be appointed at Assistant Manager level. Appointment level will be based on the candidate's qualifications, experience and demonstrated competencies.
• Able to structure incomplete information, exercise sound judgement and deliver in a fast-paced, evolving environment.
• Organised and able to manage competing priorities, timelines and accurate delivery with appropriate independence.
• Strong analytical, interpersonal, written and presentation skills, with the ability to prepare concise management materials and build effective stakeholder relationships.
• Proactive, accountable and team-oriented, with strong follow-through and timely escalation of risks or issues.
• Proficient in Microsoft Office applications.
• Financial literacy or experience in budgets, funding or resource planning is an advantage.
• Healthcare experience is advantageous but not essential; candidates with relevant transferable experience are welcome to apply.

This is a one-year contract, with possible conversion to a regular appointment subject to performance and organisational needs.
