Key Responsibilities

1. Facilities Engineering & Operations

  • Manage and provide technical ownership for assigned facility utility systems, including Bulk Gas, Specialty Chemical, DIW/RODI, WWTP, Water Reclaim, and Scrubber systems.
  • Monitor system capacity, performance, reliability, and operational conditions to ensure continuous manufacturing support.
  • Perform system troubleshooting, operational assessments, capacity reviews, and optimization activities.
  • Monitor facility systems through BMS/SCADA and respond to abnormal operating conditions.
  • Manage daily gas inventory, including consumption tracking, supply planning, call-off activities, stock levels, and expiry management.
  • Evaluate system upgrades, modifications, and expansion requirements based on manufacturing and business needs.

2. Maintenance & Reliability

  • Plan, coordinate, and monitor preventive, predictive, corrective, and emergency maintenance activities.
  • Lead technicians and work with contractors/vendors to ensure maintenance activities are completed safely, effectively, and on schedule.
  • Utilize SAP to plan and track maintenance activities and maintain accurate equipment records.
  • Analyze equipment performance and recurring failures to identify reliability improvement opportunities.
  • Develop preventive strategies to minimize equipment downtime and ensure system availability.
  • Support spare-part planning, equipment lifecycle management, and replacement planning.

3. Gas & Chemical Systems

  • Provide engineering ownership for Bulk Gas and Specialty Chemical systems, including design, operation, maintenance, reliability, and capacity planning.
  • Monitor gas and chemical consumption and identify opportunities for optimization and cost reduction.
  • Support system upgrades, expansion projects, and infrastructure improvements.
  • Work with suppliers, contractors, EHS, Manufacturing, and other stakeholders to ensure safe and reliable gas and chemical operations.
  • Ensure gas and chemical systems comply with company standards, safety requirements, and applicable regulations.

4. DIW, WWTP, Water Reclaim & Scrubber

  • Manage and optimize RODI/DIW, Wastewater Treatment Plant (WWTP), Water Reclaim, and Scrubber systems, where applicable.
  • Ensure adequate system capacity, reliability, performance, and compliance to support manufacturing requirements.
  • Monitor water quality, DIW consumption, wastewater discharge, water reclaim rates, chemical consumption, scrubber performance, and environmental KPIs.
  • Lead troubleshooting and root cause analysis for system failures, process deviations, and environmental performance issues.
  • Implement corrective and preventive actions to improve reliability, efficiency, and environmental performance.
  • Drive water conservation, recycling, reclaim, and resource-efficiency initiatives.

5. Project & Construction Management

  • Lead and support facilities projects involving system upgrades, capacity expansion, new installations, and infrastructure improvements.
  • Develop technical specifications, design criteria, equipment requirements, and performance specifications.
  • Review engineering drawings, layouts, technical documents, cost estimates, and project schedules.
  • Coordinate with engineering consultants, contractors, vendors, and internal stakeholders throughout project execution.
  • Monitor construction and installation activities to ensure compliance with approved designs, specifications, safety requirements, and schedules.
  • Support feasibility studies, capital projects, budget planning, and project implementation.

6. Environmental, Safety & Regulatory Compliance

  • Ensure facility operations comply with applicable DOE, environmental, safety, health, and company requirements.
  • Support compliance activities related to wastewater discharge, scrubber emissions, water quality, chemical handling, and environmental permits.
  • Liaise with government agencies, consultants, contractors, and external stakeholders on regulatory and technical matters.
  • Act as a Subject Matter Expert (SME) during internal, customer, corporate, and regulatory audits.
  • Support compliance with ISO 9001, ISO 14001, and ISO 45001 requirements.
  • Ensure all work is performed in accordance with company environmental, health, safety, security, and quality policies.

7. Technical Troubleshooting & Risk Management

  • Lead technical investigations and root cause analysis for facilities system failures and operational issues.
  • Apply structured problem-solving tools such as 8D, 5-Why, Fishbone Analysis, and Pareto Analysis.
  • Develop and implement corrective and preventive actions to prevent recurrence.
  • Develop, review, and maintain FMEA, HAZOP, Risk Assessments, SOPs, emergency response procedures, and O&M standards.
  • Identify operational and safety risks and implement appropriate mitigation measures.

8. Continuous Improvement & Sustainability

  • Lead and participate in continuous improvement initiatives to improve system reliability, efficiency, capacity, and cost effectiveness.
  • Identify opportunities to reduce energy and water consumption, operating costs, waste, and environmental impact.
  • Develop and implement energy-saving, water-recycling, water-reuse, and resource-optimization initiatives.
  • Establish and monitor relevant facilities performance indicators and drive improvement actions.
  • Promote best practices and standardization across facilities operations.

9. Team & Stakeholder Management

  • Lead and provide technical guidance to facilities technicians and operations personnel.
  • Collaborate closely with Manufacturing, Engineering, EHS, Quality, Procurement, and other functional teams.
  • Manage contractors, vendors, consultants, and external service providers.
  • Represent the Facilities function in technical reviews, project meetings, audits, and cross-functional activities.

10. Budget & Cost Management

  • Prepare and manage operating and capital expenditure budgets for assigned facilities systems.
  • Develop spending forecasts and monitor expenditure against approved budgets.
  • Identify cost-saving opportunities while maintaining system reliability, safety, compliance, and manufacturing requirements.
  • Support cost-benefit analysis and business cases for facilities improvement and replacement projects.

Qualifications & Requirements

  • Bachelor's Degree in Mechanical Engineering, Chemical Engineering, Environmental Engineering, or a related engineering discipline.
  • Degree holders in Physics or other relevant technical disciplines may be considered with appropriate facilities experience.
  • Minimum 2 years of relevant experience in semiconductor manufacturing or a high-tech manufacturing environment.
  • Experience in Facilities Engineering, plant utilities, gas systems, chemical systems, water treatment, wastewater treatment, or environmental systems is highly preferred.
  • Experience in TCGM, facilities operations, project engineering, construction, or infrastructure development is an added advantage.
  • Hands-on experience with Bulk Gas, Specialty Chemical, DIW/RODI, WWTP, Water Reclaim, or Scrubber systems is highly preferred.

Pay: RM3,800.00 - RM4,800.00 per month
