Responsibilities:

  • Ensure all M&E installations are carried out in accordance with approved shop drawings, method statements, technical submissions, Consultants’ instructions, and relevant statutory requirements.
  • Supervise, inspect, and monitor all Mechanical & Electrical (M&E) works for clean room, healthcare, MOH, commercial, and building projects, ensuring compliance with approved drawings, specifications, statutory requirements, and contractual standards.
  • Oversee daily site activities covering ACMV/HVAC systems, clean room systems, electrical installations, fire protection systems, plumbing and sanitary services, ELV systems, medical gas systems, and other associated building services.
  • Review and coordinate M&E shop drawings, technical submissions, method statements, material submissions, and installation details to ensure compliance with design intent and project requirements.
  • Conduct regular site inspections to verify the quality, workmanship, installation standards, and progress of M&E works, identifying and following up on defects and non-conformities.
  • Coordinate closely with Consultants, Contractors, Architects, QPs, specialist subcontractors, and other project stakeholders to resolve technical issues, design discrepancies, and M&E coordination matters.
  • Monitor the installation, testing, pre-commissioning, commissioning, and integrated testing of M&E systems to ensure systems perform in accordance with approved designs and operational requirements.
  • Witness and verify testing and commissioning activities, including ACMV/HVAC performance testing, clean room validation, electrical testing, fire protection systems, and integrated M&E systems testing.
  • Implement and monitor QA/QC procedures for M&E works, including material inspections, installation inspections, testing records, inspection checklists, and quality documentation.
  • Ensure M&E works are properly coordinated with structural, architectural, and other building services to minimise clashes, rework, and construction delays.
  • Maintain accurate site documentation, including inspection records, RFIs, testing and commissioning reports, approved drawings, technical submissions, authority inspection records, site photographs, and as-built documentation.
  • Monitor construction progress, site conditions, housekeeping, and work sequencing, and promptly highlight any quality issues, delays, technical concerns, or potential risks to the Project Team and Consultants.
  • Attend site meetings, technical coordination meetings, authority inspections, testing, commissioning, and other project-related activities as required.
  • Provide regular technical updates and site reports to the QP, Project Manager, Consultants, and relevant stakeholders on M&E progress, quality, testing, commissioning, and outstanding issues.
  • Support the Project Team in ensuring successful completion, handover, and close-out of M&E works, including rectification of defects and submission of final testing, commissioning, and as-built documentation.

Requirements:

  • Minimum Diploma or Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or an equivalent recognised qualification.
  • Minimum five (5) years of relevant experience in supervising M&E works for clean room, MOH/healthcare, commercial, industrial, or major building construction projects.
  • Possess valid Accredited Resident Technical Officer (RTO) certification recognised by the Institution of Engineers Singapore (IES) and/or Association of Consulting Engineers Singapore (ACES).
  • Strong practical knowledge of ACMV/HVAC, electrical, fire protection, plumbing and sanitary, ELV, medical gas, and other building services systems.
  • Willing to work extended hours, night shifts, weekends, or public holidays when required to support critical M&E installation, testing, commissioning, and project activities.
  • Experience in M&E testing and commissioning, including clean room validation, HVAC testing, electrical testing, fire protection testing, and integrated systems testing.
  • Professional, proactive, detail-oriented, and capable of working independently in a fast-paced construction environment.
  • Strong ability to read and interpret M&E drawings, specifications, technical submissions, method statements, and testing and commissioning documentation.
  • Excellent coordination, communication, reporting, and interpersonal skills, with the ability to work effectively with Consultants, Contractors, QPs, specialist subcontractors, and multidisciplinary project teams.
