Job Summary
The position is responsible for ensuring that project costs, contracts, variations claims, payments and commercial risks are effectively managed in accordance with RAC’s policies, approved budgets, contractual requirements and applicable Government procurement procedures and to provide professional quantity surveying, commercial, contractual and cost management support for rail projects undertaken by Perbadanan Aset Keretapi (RAC), covering the planning, procurement, implementation, monitoring and completion stages of rail infrastructure, rolling stock, depot, maintenance and other railway-related projects.
Key Responsibilities:
- Prepare cost estimates, cost plans, Bills of Quantities (BQ) and project budgets for
- rail projects.
- Monitor and control project costs, expenditure and budget utilisation.
- Assist in tender preparation, tender evaluation and commercial analysis.
- Review and assess payment claims, variations, contract rates, claims and final
- accounts.
- Support the administration and monitoring of construction, rolling stock,
- maintenance and other rail-related contracts.
- Conduct cost benchmarking, rate analysis and lifecycle cost assessments to
- support management decisions.
- Identify and manage commercial and contractual risks and recommend cost
- optimisation measures.
- Prepare cost reports, commercial papers and recommendations for management
- consideration.
- Liaise with contractors, consultants, KTMB, Government agencies and internal
- departments on commercial and contractual matters.
- Any other duties as assigned but not limited to the above.
Qualifications:
- Bachelor’s Degree in Quantity Surveying.
- Minimum 8 to 10 years’ relevant experience in quantity surveying, cost management or contract administration.
- Professional qualification/membership with BQSM or equivalent will be an advantage.
- Experience in railway, infrastructure, transportation or engineering projects will bean advantage.
- Knowledge of contract administration, tender evaluation, cost control, variation and claims management.
- Strong analytical, numerical, communication and negotiation skills.
- Proficient in Microsoft Office, particularly Excel.
