Plans and administers procedures and budgets. 

Makes budgetary recommendations and controls capital expenditures and direct/indirect labor at higher levels. 

Develops schedules and manpower requirements for assigned areas. 

Selects, develops and evaluates personnel to ensure the efficient operation of the function.
