HR Manager: Build & Transform HR for a Bursa-Listed Group

Location: Kuala Lumpur (Sungai Besi → KL Eco City)

We are looking for an experienced HR Manager to lead a full HR transformation for a public-listed group in KL. This is a hands-on role where you will build HR from the ground up, not just maintain existing processes.

The Opportunity:

• Rebuild HR from Scratch: Develop employee handbook, HR policies, SOPs, and compliance frameworks tailored to a diverse business (F&B, retail, warehouse)
• Foreign worker management: Handle licensing, permits, accommodation, and transport for a 50% foreign worker workforce (~160 employees total)
• Payroll & Statutory Compliance: Oversee accurate payroll processing and statutory contributions (EPF, SOCSO, EIS, LHDN, HRDF)
• Performance Management: Design and implement a structured performance appraisal system and KPIs
• Employee Relations: Manage grievances, disciplinary matters, and IR/ER issues
• Team Leadership: Guide and develop two existing HR Executives
• Report Directly to the CEO: Provide strategic HR advice and support business objectives

What We’re Looking For:

• 8+ years of HR experience, with at least 3 years at Manager level
• Hands-on policy set-up experience (employee handbook, SOPs, compliance frameworks)
• Strong knowledge of Malaysian employment laws and HR best practices
• Practical experience managing foreign workers (licensing, permits, accommodation)
• Payroll and statutory compliance expertise (EPF, SOCSO, EIS, LHDN, HRDF)
• Proficiency in Mandarin and English
• Human-oriented, calm, and able to handle long-tenured employees during policy changes
• Sharp, detail-oriented, and able to advise the CEO on all HR matters

Nice-to-Have:

• F&B, retail, plantation, or manufacturing industry experience
• PLC operations exposure
• HRIS implementation or HR transformation experience
