Job Description
We are seeking a technically and commercially oriented Procurement / Sourcing Engineer (M&E) to support the strategic sourcing of specialized High Voltage (HV) and Extra High Voltage (EHV) electrical equipment for turnkey power grid infrastructure projects ranging from 132kV to 500kV.
The successful candidate will manage local and international suppliers and support the procurement of critical power system assets, including power transformers, GIS/AIS switchgear, underground power cables, and substation automation systems.
Key Responsibilities
- Source, pre-qualify, and onboard local and international manufacturers, OEMs, and specialized subcontractors.
- Build and maintain a supplier database for long-lead HV/EHV electrical equipment, including power transformers, high-voltage cables, switchgear, and structural steel for substations.
- Review electrical schematics, Single-Line Diagrams (SLDs), technical specifications, and tender documents to prepare material take-offs and procurement budgets.
- Prepare RFQs/RFPs and conduct technical-commercial bid evaluations in line with engineering requirements and project timelines.
- Lead commercial negotiations covering pricing, payment structures, liquidated damages, warranties, and delivery schedules/Incoterms.
- Drive value engineering initiatives while ensuring compliance with technical specifications, statutory safety requirements, and grid reliability standards.
- Coordinate logistics and heavy-haul transportation for oversized and heavy electrical equipment from ports to project sites.
- Monitor manufacturing milestones, Factory Acceptance Testing (FAT) schedules, and site delivery timelines.
- Ensure sourced materials and vendor processes comply with Malaysian statutory requirements, CIDB standards, and applicable international utility frameworks.
Requirements
- Minimum 3–5 years of experience in procurement or strategic sourcing.
- Experience in power utilities, electrical infrastructure, power generation, or heavy industrial M&E construction is preferred.
- Direct experience sourcing HV/EHV equipment, such as switchgear, transformers, or high-voltage cables, is highly advantageous.
- Experience managing EPC supply chains for infrastructure projects is an advantage.
- Good knowledge of the Malaysian supplier and vendor market.
- Solid technical literacy with the ability to interpret electrical engineering drawings, Single-Line Diagrams (SLDs), and technical specifications.
- Excellent communication skills, with the ability to work effectively with regional stakeholders, international OEMs, and local partners.
- Proficiency in ERP procurement modules and advanced data analysis tools.
- Willingness to travel frequently between Singapore and Malaysia.
