Job Purpose
To lead and manage the Company's purchasing, material planning and control, inventory management, warehouse and material movement activities to ensure the timely availability of materials for production while maintaining optimum inventory levels, cost efficiency and accurate stock control.
The role is responsible for coordinating the end-to-end flow of materials from supplier sourcing and purchasing through receiving, storage, inventory control and issuance to production.
Key Responsibilities
A. Purchasing & Procurement
- Develop and implement purchasing strategies to ensure timely and cost-effective procurement of raw materials, packaging materials, consumables and other production requirements.
- Lead the purchasing team in sourcing, quotation comparison, negotiation and purchase order management.
- Evaluate and develop reliable suppliers based on price, quality, delivery, capacity and service performance.
- Negotiate pricing, payment terms, lead times and other commercial conditions with suppliers.
- Monitor supplier performance and address issues relating to delayed deliveries, quality problems and shortages.
- Maintain an effective supplier database and periodically review supplier performance.
- Ensure purchases are made in accordance with approved specifications, budgets and company procedures.
- Identify opportunities for cost reduction, alternative sourcing and supplier consolidation.
B. Material Planning & Control
- Oversee material planning to ensure sufficient materials are available to support production schedules.
- Monitor Material Requirements Planning (MRP), production requirements, inventory levels and purchase requirements.
- Establish appropriate minimum, maximum and safety stock levels.
- Monitor material shortages, excess stock, slow-moving and obsolete inventory.
- Coordinate closely with Production, Planning, QA/QC, Sales and Finance to anticipate material requirements and resolve supply issues.
- Ensure materials are available according to production requirements without creating unnecessary inventory.
- Develop and maintain effective inventory control procedures.
- Investigate and resolve discrepancies between physical stock and system records.
C. Warehouse Management
- Oversee the daily operations of the warehouse, including receiving, inspection, storage, picking, issuing and dispatch of materials.
- Ensure proper identification, labelling, storage and handling of materials.
- Maintain accurate warehouse records and inventory transactions in the ERP/system.
- Implement appropriate FIFO/FEFO practices where applicable.
- Ensure proper segregation of raw materials, finished goods, rejected materials, returned materials and obsolete stock.
- Conduct regular cycle counts and coordinate periodic physical stock counts.
- Investigate stock variances and implement corrective actions.
- Optimise warehouse space, storage capacity and material flow.
- Ensure warehouse operations comply with safety, housekeeping and company requirements.
D. Inventory Management
- Monitor inventory turnover, stock ageing, excess inventory and slow-moving items.
- Establish inventory control measures to minimise stock-outs while avoiding overstocking.
- Prepare regular inventory reports and analyse inventory trends.
- Identify opportunities to reduce inventory holding costs.
- Work with Finance to ensure inventory records and valuation are accurate.
- Lead initiatives to improve inventory accuracy and system integrity.
E. Production & Operations Support
- Work closely with Production Planning and Production teams to ensure uninterrupted material supply.
- Monitor critical materials and highlight potential shortages before they affect production.
- Develop contingency plans for critical or long-lead-time materials.
- Coordinate urgent purchases and expedite deliveries when required.
- Support production planning during changes in customer demand, production schedules or urgent orders.
- Escalate significant material shortages, supplier issues and supply risks to Management promptly.
F. Team Management
- Lead, supervise and develop the Purchasing, Material Control and Warehouse teams.
- Set departmental objectives, KPIs and performance standards.
- Allocate manpower and responsibilities effectively.
- Coach and develop team members to improve productivity and work quality.
- Conduct performance evaluations and identify training requirements.
- Promote teamwork and effective communication between Purchasing, Warehouse, Production and other departments.
G. Systems, Procedures & Compliance
- Ensure all purchasing, inventory and warehouse activities comply with company policies and approved procedures.
- Maintain proper documentation for purchase orders, goods received, inventory movements and supplier records.
- Ensure accurate and timely updating of ERP/system transactions.
- Review and improve departmental SOPs and work processes.
- Implement internal controls to minimise purchasing errors, inventory losses and unauthorised purchases.
- Ensure compliance with applicable company, safety and regulatory requirements.
Authority & Accountability
The incumbent is accountable for:
- Ensuring materials are purchased and available according to production requirements.
- Controlling inventory levels and minimising unnecessary stock holding.
- Ensuring accurate warehouse and inventory records.
- Managing supplier performance and procurement costs.
- Ensuring efficient and safe warehouse operations.
- Escalating significant supply risks, cost issues and inventory discrepancies to Management.
Job Requirements
Education
- Bachelor's Degree/Diploma in Supply Chain Management, Logistics, Procurement, Business Administration, Operations Management or related discipline.
Experience
- Minimum 5–8 years of relevant experience, preferably in a manufacturing environment.
- At least 2–3 years in a supervisory/managerial capacity.
- Experience managing purchasing, material planning/control and warehouse operations is preferred.
- Experience with ERP/MRP systems is an advantage.
