Contract Executive (Quantity Surveyor)

Our company is looking for an organized, independent, and self-motivated Contract Executive (QS) that will ensure the company's strategy is adhered to and carried out. The role also requires the candidate to bring in best practices in continuous improvement plans and activity into the organization.
Responsibilities
1. Pre-Contract Procurement Activities (Works / Services / Supplies)
- Support the Contract Coordinator/Lead in handling procurement activities based on the approved strategy.
- Help carry out procurement through open tender, selective tender, or direct award.
- Identify and shortlist potential vendors from the approved panel or registered vendor list.
- Assist in reviewing and sending out tender documents, RFPs, or RFQs to selected vendors.
- Help evaluate tenders (technical and commercial) and prepare results for approval.
- Assist in getting approval for contract awards based on the company's approval limits.
- Make sure the right authority gives the approval — whether it’s the Head of Development, Project Director, Company Head, or Board Committees.
- Help with clarification or negotiation meetings, if needed.
- Prepare and issue Letters of Appointment or Letters of Acceptance to successful vendors.
- Handle any other tasks related to procurement or pre-contract work.
2. Post-Contract Contract Administration (Works / Services / Supplies)
- Support the Contract Coordinator/ Lead in helping the project team manage contracts.
- Review or prepare contract documents and make sure they are signed on time.
- Help review, prepare, and track payment certificates.
- Monitor variation orders to ensure they are properly handled.
- Help finalize the project account and settle any outstanding matters.
- Handle any other tasks related to contract administration or post-contract work.
Requirements :
- Bachelor's Degree: Quantity Surveying, or related field.
- Minimum of 3 years of experience in cost management, contract administration and financial planning for property development projects.
- Knowledgeable in contract laws, procurement processes, and regulatory requirements.
- Ability to manage multiple tasks and projects simultaneously.
