EHS ManagerAs a EHS Manager for greenfield construction, you'll serve as the client's representative overseeing and managing contractor EHS performance throughout the project lifecycle. You'll need to establish comprehensive EHS requirements and standards for all contractors, review and approve their EHS plans, and track their compliance and performance. Part of your regular oversight is to audit contractor EHS implementation, identify gaps and non-conformances, and ensure contractors develop and execute corrective action plans promptly. You'll conduct weekly EHS coordination and review meetings with all contractors and agencies to monitor progress against agreed schedules, verify compliance with project EHS requirements, and proactively address all safety issues before they escalate. Your role focuses on contractor management, performance monitoring, and ensuring accountability rather than direct execution of EHS activities.
Main Responsibility: Programme / PoliciesEstablish and enforce project-wide EHS requirements, standards and expectations for all contractors working on the greenfield construction site.
Develop project EHS management framework and Key Performance Indicators (KPIs) for contractor performance measurement and monitoring.
Review, approve and verify implementation of contractor-submitted EHS management plans, risk assessments, method statements, and emergency response plans.
Implement contractor prequalification and selection processes that evaluate EHS capability, resources, and track record.
Establish permit-to-work systems, site access control procedures, and contractor coordination protocols to manage interface risks.
Define reporting requirements and ensure contractors provide timely EHS performance data, incident reports, inspection records, and compliance documentation.
Handle escalation of critical EHS issues to project leadership and client stakeholders. Support crisis management and coordinate contractor response activities.
Monitor regulatory compliance across all contractor activities and maintain project-level statutory documentation and submissions.
Conduct periodic management reviews of contractor EHS performance with project leadership and drive continuous improvement initiatives.

Project / SiteProvide oversight of all contractor EHS activities on the greenfield construction site, acting as the client's representative for EHS matters.
Conduct regular EHS audits and inspections of contractor work areas, focusing on compliance with approved plans, method statements, and project EHS requirements.
Participate in pre-construction safety reviews with contractors, design teams, and project managers. Review and approve contractor proposals for site layout, logistics, temporary works, and high-risk activities.
Verify that all contractor high-risk activities (excavation, working at heights, lifting operations, hot works, confined space entry) have approved SWMS in place and are executed with required controls.
Monitor contractor safety performance through site observations, trend analysis of leading and lagging indicators, and regular performance scorecards.
Chair weekly EHS coordination meetings with all contractors, consultants and agencies to review progress, discuss upcoming high-risk activities, resolve interface issues, and track action item closure.
Oversee contractor incident management processes. Verify thorough investigation, root cause analysis, and implementation of corrective/preventive actions. Ensure lessons learned are shared across all contractors.
Evaluate and report on contractor EHS performance to project management and client. Escalate persistent non-compliance and recommend contractual enforcement actions when necessary.
Coordinate with facilities and operations managers to ensure contractor activities do not compromise overall site safety and that handover/commissioning activities maintain EHS standards.
Monitor contractor compliance with environmental management requirements including dust control, noise management, waste management, spill prevention, and erosion/sediment control measures.

Training / EducationDefine mandatory EHS training and competency requirements for all contractor personnel on the greenfield construction site.
Review and approve contractor training programs, verify training records, and audit effectiveness of contractor-delivered safety training.
Conduct project-level safety orientations and briefings for contractor management teams to align expectations and clarify accountability.
Facilitate knowledge sharing among contractors through coordination meetings, safety forums, and distribution of safety alerts, best practices, and lessons learned.
Provide guidance and mentoring to contractor EHS personnel, helping them elevate their capabilities and align with project standards.
Coordinate specialized training interventions when gaps are identified in contractor EHS competency or performance.
Promote a positive safety culture across all contractors through recognition programs, safety campaigns, and visible leadership engagement.
Maintain current professional licenses and certifications to ensure credibility and technical authority in contractor oversight role.

Your QualificationsRelevant tertiary qualifications in EHS, Occupational Safety, Construction Safety Management, or equivalent (Post-graduate qualification preferred).
Leadership Management Course or equivalent.
Experienced with ISO 45001/ISO 9001/ISO 14001 certifications and their audit/verification processes.
Trained in Incident Investigation methodologies with experience reviewing and evaluating contractor investigations.
Qualified as a Lead Auditor (preferred) with experience conducting EHS compliance audits.
Qualified minimum bas a Class B OHSA management employee or Class A OHSA supervisor, or equivalent local certifications (preferred).
Extensive and proven EHS management experience in a client representative, owner's team, or project/construction management capacity overseeing multiple contractors on greenfield construction or large-scale infrastructure projects.
At least 5 years in a senior EHS oversight or contractor management position within construction environments, with demonstrated ability to influence and hold contractors accountable for EHS performance.
Strong experience in contractor EHS performance management, including KPI development, performance monitoring, audit programs, and enforcement of contractual EHS obligations.
Demonstrated experience in crisis management, major incident oversight, and coordination of multi-contractor emergency response.
Deep understanding of construction contracts, contractor responsibilities, and liability management as it relates to EHS.
Strong knowledge of construction methods, high-risk construction activities, and industry best practices to effectively evaluate contractor capabilities and performance.
Excellent stakeholder management skills with ability to work effectively with project managers, contractors, consultants, clients, and regulatory authorities.
Understanding of and commitment to the principles of EHS and ethical practice in construction management.
