Job Responsibilities

  • Determining on an annual basis the “major job objectives” for each staff member of the Work Programme, identifying and discussing with subordinates the “Key Results Areas” to be used as determinants for their performance results.
  • Working collaboratively with management by segregating the plan into sections and unit work plans as a basis to achieve incremental outcomes on an annual basis to ultimately achieve the objectives and outcomes outlined in GRA’s Operational Plan.
  • Coordinating and evaluating the activities of the department to ensure functional processes, principles, and operational methods are administered, adhered to, and maintained in accordance with Acts/Legislation, Policy, and Procedures.
  • Modeling the core values of integrity, mutual respect, professionalism, accountability et al provides training and development activities to facilitate the inculcation of the right behaviours in all work managed within the section/unit.
  • Providing strategic leadership and direction for the Investigation Unit to ensure the effective delivery of its mandate and alignment with the Authority’s objectives.
  • Developing, implementing, monitoring, and periodically reviewing the Annual Investigation Plan, ensuring the effective allocation of resources and timely achievement of targets.
  • Overseeing and providing quality assurance for investigations by reviewing and approving investigation plans, case allocations, dockets, reports, and recommendations.
  • Directing, monitoring, and evaluating complex and high-risk investigations, providing technical guidance and strategic oversight to investigative staff.
  • Establishing and maintaining effective working relationships with local and international law enforcement agencies, regulatory bodies, and other stakeholders to strengthen intelligence sharing, collaboration, and the adoption of best practices.
  • Leading initiatives to identify, assess, and mitigate compliance risks, including potential revenue leakages, and implement strategies to enhance compliance and enforcement outcomes.
  • Fostering collaboration across divisions and external stakeholders to support intelligence sharing, joint operations, and continuous improvement of investigative processes.
  • Monitoring the Unit’s operational performance through the review and analysis of investigation outcomes, performance indicators, and operational reports, and implementing corrective actions where required.
  • Preparing and submitting periodic management reports on the Unit’s performance, strategic initiatives, and implementation of the Investigation Plan to the Deputy Commissioner.
  • Promote a high-performance culture by providing leadership, coaching, and performance management to staff, ensuring continuous professional development and adherence to organisational policies and standards.
  • Any other related duties assigned

Job Requirements

  • Association of Chartered Certified Accountants (ACCA)/ Bachelor’s Degree in Accounting/ Business/ Public Management, Finance, or any other equivalent qualification, with a minimum of eight (8) years’ relevant experience at a managerial level.
  • Comprehensive knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan and initiatives of the Guyana Revenue Authority.
  • Comprehensive knowledge of Tax Laws, Policies administered by GRA, and related court rulings/case law, Trade Policies, and Customs Procedures.
  • Comprehensive knowledge of the operations, processes and practices of the Criminal Investigation and Tax Evasion Division.
  • Comprehensive knowledge of Generally Accepted Accounting Practices (GAAP) and PC Applications.
  • Comprehensive knowledge of auditing principles, practices and standards.
  • Comprehensive knowledge of Auditing and Investigating Techniques, Forensic Auditing and Fraud Detection Techniques.
  • Comprehensive knowledge of Intelligence and Risk Management Principles.
  • Comprehensive knowledge of Automated Systems for Customs Data (ASYCUDA) and Optimal platforms.
  • Excellent analytical, persuasive, and negotiating skills.
  • Demonstrated leadership, organizational, and managerial skills.
  • Ability to organize, motivate, and resolve conflict constructively.
  • Ability to interpret and apply legislation, rulings and policies.
  • Integrity, mutual respect, accountability and professionalism.
