Job Purpose

Reporting to the Project Manager, the Assistant Project Manager shall work in a unique matrix organization, where the main scope is to coordinate, organise, expedite, execute, and manage the power system and interface with other systems work package for RTS Link Project to ensure the execution is within time, within cost and at the desired performance by utilising the available resources effectively and efficiently, mitigating risks and ensuring customer satisfaction to achieve the objective in alignment with the company’s business needs. The staff will deputize for the Project Manager when in absence and may require assisting Head of Project, as when is required.

Key Accountabilities

• To assist in preparation of the Scope of Works, Technical Specifications, and other parts of the Employer’s Requirement in project Tender Documents, ensuring that the Employer’s Requirement is complete, sufficient, and fit for issuance of tender with minimal potential for variation orders or disputes during post-award stage.
• Participate in a workshop during Concept Design, Particular Specification development, Preliminary Design, Final Design, of RTS Link System.
• Assist to coordinate and resolve interfacing / integration matters between system works and infrastructure.
• To assist in coordination and manage execution of projects to ensure smooth implementation via regular follow ups and team discussions to handle micro issues and mitigate any risks encountered.
• To assist in liaising with the inter-division project committee including but not limited to Legal, Procurement, Finance, and Contract Management departments in preparing the complete set of tender documents to ensure accuracy of format and adherence to company policy and processes.
• To assist in liaising with the parties directly involved in the RTS Link Project such as Grantors (MY & SG), LTA, MOT, MRTS, AECOM (MY & SG), System Consultant and others to ensure the accuracy of the information on the RTS Link System.
• To assist in liaising effectively and manage third party-related matters with local authorities, ministries, and any other parties that are in chard and/or may be affected by the works.
• To participate in tender evaluations and prepare technical evaluation report to select the most capable contractor with the most suitable product keeping in mind utmost transparency and adherence to company policies and code of conduct.
• To organise and ensure contractor compliance with and submission of all contractual essential documentation and pre-condition requirements such as but not limited to Performance Bond, Work Programme, Safety Training, and other similar documentation.
• To assist in coordinating and closely monitoring the progress of projects and make analyses, adjustments, determine courses of action, and implement improvements to the project performance as required to ensure the outcome is as planned and in accordance with the Contract requirements.
• Where unavoidable, to organise and manage contractor’s claims for additional time and/or cost including but not limited to ensuring timely submission of complete application for such by the contractor and submission for recommendation and consideration for approval based on the company’s Discretionary Authority limit and internal process.
• To assist in coordinating and managing contract delivery and completeness prior to recommendation for issuance of contractual certificates for approval, including but not limited to Certificate of Practical Completion, Taking Over Certification, Certificate of Making Good Defects, Certificate of Final Inspection and Acceptance, and others.
• To follow through all projects undertaken by group upon completion during the warranty / effect liability period until project close out and release of the Performance Bond / Retention Sum if any. To prepare technical reports for customers and to ensure the project team involved is kept abreast of the status of the project.

Qualifications, Skills & Knowledge

• Minimum Bachelor's Degree in Electrical, Electronics, Communications Engineering or an equivalent.
• Minimum eight (8) years of working experience in the related field.
• Good Experience in delivering rail projects in Singapore and Malaysia, including rail safety certification process and licensing applications.
• Good Knowledge of Traction Power and others Rail System.
• Knowledge in MS Office and other common office applications.
