JOB PURPOSE

The Human Resource Manager is responsible for leading and managing the Company's human resource functions to ensure compliance with Malaysian labour laws, enhance workforce productivity, and support business objectives across Head Office, Estates, Mills, and other operational units. The role oversees recruitment, employee relations, industrial relations, payroll governance, statutory compliance, foreign worker administration, performance management, learning and development, and HR policies while promoting a positive and productive work environment.


KEY RESPONSIBILITIES


1. Human Resource Strategy

  • Develop and implement HR strategies aligned with the Company's business objectives.
  • Advise Management on HR policies, workforce planning, and organisational development.
  • Lead HR initiatives to improve employee engagement, productivity, and retention.


2. Recruitment & Workforce Planning

  • Plan manpower requirements for estates, mills, and corporate offices.
  • Manage recruitment activities including advertising, interviewing, selection, and onboarding.
  • Coordinate recruitment of local and foreign workers.
  • Liaise with recruitment agencies and government authorities.


3. Performance Management

  • Coordinate probation evaluations and employee confirmations.
  • Advise Management on employee development, promotions, and succession planning.


4. Training & Development

  • Coordinate internal and external training programmes.
  • Manage HRD Corp grant applications and claims.
  • Monitor employee competency development.


5. Employee Relations

  • Foster positive employee relations throughout the Company.
  • Handle employee grievances professionally.
  • Promote employee welfare and engagement initiatives.


6. Industrial Relations

  • Advise Management on disciplinary matters.
  • Conduct investigations into misconduct cases.
  • Prepare show cause letters, warning letters, suspension notices, and termination documentation.
  • Organise Domestic Inquiries where required.
  • Represent the Company during conciliations with the Labour Department (JTK), Industrial Relations Department (JPP), and other relevant authorities.
  • Ensure compliance with the Industrial Relations Act and applicable labour legislation.


7. Labour Law Compliance

    Ensure compliance with all applicable legislation including but not limited to:

  • Employment Act 1955
  • Sabah Labour Ordinance / Sarawak Labour Ordinance (where applicable)
  • Industrial Relations Act 1967
  • Employees' Social Security Act (SOCSO/PERKESO)
  • Employees Provident Fund Act (EPF)
  • Income Tax Act (PCB)
  • Minimum Wages Order
  • Other applicable employment laws and regulations.


8. Foreign Worker Management

  • Oversee the employment lifecycle of foreign workers.
  • Coordinate work permit applications, renewals, and cancellations.


9. Payroll & Compensation

  • Oversee payroll administration and ensure timely salary processing.
  • Ensure statutory deductions and employer contributions are accurate.
  • Review salary structures, allowances, incentives, overtime, and bonus recommendations.
  • Monitor payroll compliance and internal controls.


10. HR Administration

  • Maintain accurate employee records.
  • Oversee HRIS and personnel documentation.
  • Prepare monthly HR reports and management reports.
  • Monitor employee attendance, leave administration, and disciplinary records.


11. Budget & Cost Control

  • Prepare and monitor the annual HR budget.
  • Control recruitment, training, welfare, and HR operational costs.
  • Recommend cost-effective HR initiatives.


12. Stakeholder Management

  • Build effective relationships with Management, estate managers, employees, and government authorities.
  • Represent the HR Department in management meetings 






QUALIFICATIONS

  • Bachelor's Degree in Human Resource Management, Business Administration, Law, or related discipline.
  • Professional HR certification is an advantage.




EXPERIENCE

  • Minimum 8–10 years of HR experience.
  • At least 5 years in a managerial role.
  • Experience in plantation, agriculture, manufacturing, or a labour-intensive industry is highly preferred.
  • Strong experience in industrial relations and labour law.
