[What the role is]

Join our HR Shared Services Centre as an HR Manager (General Claims & Benefits), where you will play a key role in managing HDB's benefits and allowances framework. This position offers the opportunity to lead workflow reviews, drive digital transformation, and oversee staff facilities and allowances administration — contributing meaningfully to staff welfare and organisational effectiveness.

[What you will be working on]

• Lead internal process improvement initiatives across the claims and benefits function, including identifying workflow inefficiencies, coordinating testing, and managing audits to enhance team effectiveness and service quality.
• Drive digital transformation efforts to improve staff experience in HR interactions, including implementing chatbot solutions, developing self-service capabilities for claims queries, and maintaining up-to-date intranet resources.
• Lead the allowance policy framework, including conducting policy reviews, developing strategic recommendations backed by data insights, and engaging stakeholders such as unions and staff to ensure policies remain relevant and competitive.
• Staff claims administration - oversee transport and handphone claims administration end-to-end, including policy review, contract renewal with service providers, budgeting, verification processes, audit compliance, and Business Continuity Plan (BCP) Standard Operating Procedures.
• Staff recognition award administration - oversee the Service Recognition Awards policy, including budget projection and management, and monthly payment processing to ensure timely and accurate recognition of staff.
• Manage agency holiday bungalow operations, including contract management and renewal with managing agents and service providers, overseeing renovation projects, and maintaining efficient booking systems.
• Oversee nursing room facilities and corporate T-shirt procurement, managing contracts and supplier relationships to ensure service continuity and staff welfare.
• Support sustainability reporting efforts by providing relevant information to stakeholders.

[What we are looking for]

• Minimum 3 years of experience in human resources, benefits administration, or a related field
• A degree in Human Resource Management or a related discipline will be an added advantage
• Experience in workflow design and system automation will be an advantage
• Strong proficiency in HR systems and Microsoft Office applications
• Excellent organisational and project management skills to manage multiple concurrent priorities
• Strong stakeholder engagement and communication skills
• Ability to think strategically whilst maintaining operational rigour
